Site work and paving for a road / highway in Elkhart, Indiana. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Further, it is the responsibility of interested bidders to check the Elkhart County Highway website for updates and/or addendums to project bids. Proposals shall be properly and completely executed on proposal forms furnished by the County in accordance with Revised Indiana Form 96 and shall be accompanied by the Contractor's Financial Statement form taken from Form 96 for any proposal of $5,000 or more. The Contractor shall submit an itemized proposal of the approximate quantities and components of labor and materials to complete the contract. Said proposal shall be upon the standard bid sheets used by Elkhart County, and said sheet must contain an authorized signature of the Contractor, or the bid of the Contractor may, at the discretion of Elkhart County, be rejected and declared invalid. Each proposal shall be accompanied by a non-collusion affidavit as required by the Statutes of Indiana. Bids shall be enclosed in a sealed envelope, bearing the title of the project and name and address of bidder. Bids will be accepted only from bidders who are sufficiently and currently pre-qualified by the Indiana Department of Transportation. Proof of pre-qualifications must be submitted with the bid. A current Contractor's Financial Statement taken from Form 96 and the Indiana Department of Transportation prequalification certificate may be placed on file with the Board of County Commissioners of Elkhart County at the Highway Division annually in lieu of executing these documents for each project. All Work may begin on April 1, 2022 or earlier if the awarded bidder completes the necessary contract documents and receives a Notice to Proceed. The Project Completion date is December 1, 2022. Delays in completion beyond that date shall result in liquidated damages levied against the Contractor by Elkhart County. The damage charges shall be $3,000 per day per item beyond the above stated date, any intermediate completion dates noted in the specifications and the Substantial Completion date of November 1, 2022. A satisfactory bid bond (10% of bid), payable to the Board of County Commissioners of Elkhart County, Indiana executed by the bidder shall be submitted with each bid. No bids shall be withdrawn after the opening of the bids without the consent of the Board of Commissioners of Elkhart County for a period of thirty (30) days after the scheduled time of closing. Said work shall be subject to all the provisions of the plans and specifications therefore herein above referred to including the completion date thereof and penalty clause as therein set forth. The Board of County Commissioners reserves the right to reject any and all Bids or to waive any informalities in the bidding. We understand that the Commissioners of Elkhart County are planning to extend CR 4 between CR 17 and CR 19, using local funds only. The project is anticipated to begin at the intersection of CR 17 and the Indiana Toll Road (ITR) access road. The new CR 4 extension will traverse east to a new roundabout (near Sta. 49+50, Line "PR-C") where traffic will be directed south to the ITR toll plaza (Line "T") or eastward to CR 19. Two roadway alignment alternatives are under consideration east of the roundabout. Each alignment alternative is shown on the ELP. A second roundabout that will direct traffic to the south in the future is proposed near Sta. 78+00 (Line "PR-C"). The preliminary plans indicate that CR 4 will consist of various lanes and lane widths depending on the location along the new alignment. Except for the existing ITR access road segment of the project, the new roadway alignment will traverse across undeveloped land consisting of agricultural fields and wooded areas. Fills to construct the CR 4 extension are anticipated to be about 4 ft or less. Underdrains are planned as part of the drainage improvements on the ITR access road segment, but not elsewhere. New drainage ditches will be constructed along both sides of CR 4. Sideslopes for the ditches are proposed to be between 3H:1V and 4H:1V. The total length of the CR 4 extension is approximately 5,100 ft. The new ITR access road alignment (Line "T") is about 1,000 ft in length. Maximum cuts and fills of about 8 ft are anticipated where Line "T" will cross an existing drainage ditc h. Pavement improvements consisting of mill and overlay are planned to be performed on CR 17 for a distance of about 1,100 ft south and 300 ft north of the existing CR 17 and ITR access road intersection. In addition, CR 19 will be raised by up to about 2 ft and widened by up to about 16 ft to accommodate turning lanes and widened shoulders near the proposed intersection with CR 4. Improvements to CR 19 will consist of pavement reconstruction within the project limits which extend for a total length of about 1,600 ft. A new water main is planned to be constructed along CR19. This evaluation does not address the new water main along CR 19. The project will include a gravity-fed sanitary sewer as well as a sanitary lift station and force main. Based on preliminary information, the sanitary sewer will be up to about 20 ft in depth with sanitary structures up to about 33 ft in depth. The sanitary lift station is anticipated to be approximately 26 ft in depth. Stormwater facilities (e.g., ponds) are anticipated but at this time facility type Terracon Project No. CJ205447
