This is a service / maintenance or supply contract in Torrance, California. Contact the soliciting agency for additional information.

The 2021 Residential and Arterial Pavement Improvement, I-159/I-139 is designed to provide scheduled maintenance and preservation treatment to existing asphalt paved roadways. In areas where ponding occurs, some curb, gutter, sidewalk and tree removal/replacements will be performed prior to pavement repairs. Areas requiring additional pavement improvement will include dig-outs or cold milling and overlay. Cold milling and overlay requires the removal of the top layer (typically 2 inches) of a street and replacing it with a new layer of bituminous pavement. Slurry seal is a liquid mixture of asphalt emulsion and sand that is thinly applied to the surface of asphalt roadways. Slurry seal is a temperature sensitive material and is best applied during warm weather. It is one of the most versatile and cost-effective methods of maintaining and protecting roadways. Both the cold milling and overlay and slurry seal application process requires full closures of streets for approximately 9 to 10 hours to allow for preparation of work (e.g. street sweeping and setting up traffic control), cold milling and overlay or slurry seal application, material curing, and clean-up. No vehicles will be allowed on the street until the work is complete. Questions may be referred to Cesar Aguilar at CAguilar@TorranceCA.gov. For questions about this project, please contact the Public Works Department - Engineering Division at (310) 781-6900 or at publicworkinfo@torranceca.gov. If a bidder submits its Bidder's Submittal on forms other than the official Bidder's Submittal forms, the City may declare the bid as non-responsive. All work shall be completed within 150 working days from the date of the Notice to Proceed (NTP). Torrance City Council may reject any and all bids, waive any informality or irregularity in such bids, and determine the lowest responsible bidder
