As of June 5, 2023, the awarded general contractor has commenced Phase I of this project which will complete October 2024. Work includes instillation of a majority of the protective stone sills and breakwaters. The stone structures will protect the existing island and natural resources as well as the 83 acres of wetlands that will be restored using material dredged from local shallow draft channels in a later phase. The work for Barren Phase 2 includes foundation removal and replacement with sand along the NE sill, completion of the NE sill, construction of sill containment for two bird islands, dredging sand from an adjacent borrow area for use in constructing containment (geotubes) and other project features, placement of sand in the bird islands, and dredging the Honga River channel with beneficial use in the project to restore wetlands. The purpose of this contract is to perform the Mid Chesapeake Bay Barren Island Ecosystem Restoration. Type of Contract: Firm-Fixed Price Type of Solicitation: Invitation for Bid NAICS Code: 237990 Size Standards: $39.5M Full and Open Competition "Unrestricted" TIMELINESS OF BIDS: For the purposes of establishing whether a bid submission is considered timely, the Government considers the date and time the submission is completely uploaded into the SAFE website. Do not assume that electronic communication is instantaneous. It can take several minutes or even hours in some cases. The Government will not be responsible for bids delivered to any location or to anyone other than those designated to receive bids. Bidders are responsible for ensuring that bids are submitted so as to reach the designated recipient. MAGNITUDE OF CONSTRUCTION PROJECT The estimated magnitude of construction is between $25,000,000.00 and $100,000,000.00 EVIDENCE OF AUTHORITY TO SIGN BIDS/PROPOSALS Evidence of the authority of individuals signing bids/proposals to submit firm bids/proposals on behalf of the bidder/offeror is required except where the bid/offer is signed, and shows that it is so signed, by: The President, Vice-President, or Secretary of Incorporated bidders; a partner in case of partnership; the owner in the case of sole proprietorships. Failure to submit with the bid satisfactory evidence of authority of all other persons may be cause for rejection of bid as an invalid or non-responsive bid. APPLICABLE REGULATIONS Comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement in effect on the date of this solicitation, as well as the specific requirements stated elsewhere in the contract specifications. STATE OF MARYLAND WATER QUALITY CERTIFICATION All work under this contract must be in accordance with the attached State of Maryland, Department of the Environment, Water Management Administration Water Quality Certification 21-WQC-0331. ARITHMETIC DISCREPANCIES W912DR22B0006 Page 13 of 51 a. For the purpose of initial evaluation of bids, the following will be utilized in resolving arithmetic discrepancies found on the face of the bidding schedule as submitted by bidder: 1) Obviously misplaced decimal points will be corrected. 2) Discrepancy between unit price and extended price, the unit price will govern. 3) Apparent errors in extension of unit prices will be corrected. 4) Apparent errors in addition of lump-sum and extended prices will be corrected. b. For the purpose of bid evaluation, the Government will proceed on the assumption that the bidder intends his/her bid to be evaluated on the basis of the unit prices, the totals arrived at by resolution of arithmetic discrepancies as provided above and the bid will be so reflected on the abstract of bids. c. These correction procedures shall not be used to resolve any ambiguity concerning which bid is low.
