Site work and paving for a mixed-use development in Ashland, Wisconsin. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project would be a full reconstruction of Prentice Avenue including, granular subbase, gravel base, asphalt pavement, sidewalks, storm sewer, and water main. The project segment is on Prentice Avenue, from 6th St to 11th St, is a typical residential neighborhood with densely packed housing but also provides N-S access to the City of Ashland off interstate highway US2. The selected consultant will be provided with a detailed map identifying specific segments of Prentice Ave. that will receive the proposed improvements. The Engineering Consultant will complete environmental review per WisDOT requirements, complete necessary survey, and prepare design/bid documents to support letting of a complete bid package in winter 2024, including preparation and filing of necessary permits from the WDNR and other applicable regulatory agencies. Qualified engineering firm shall possess knowledge and expertise in the fields of engineering, design and environmental review services in accordance with Wisconsin Department of Transportation (WisDOT) standards and be licensed to practice Professional Engineering in the State of Wisconsin. The WisDOT Surface Transportation Program (STP) is funding 80% of this project while the city is funding 20%. Design and construction must comply with all applicable WisDOT requirements, including conformance with ADA Accessibility guidelines, and the facilities development manual. There may be requests for additional engineering related services, including bidding administration, construction inspection, studies and other services related to the project The proposals shall be submitted on the forms furnished with the specifications. Each proposal shall be accompanied by a certified check payable to the owner equal to five percent (5%) of the proposal or a bid bond of a bonding company duly authorized to do business in the State of Wisconsin in an amount equal to five percent (5%) of the proposal. This proposal guarantee shall be subject to forfeiture as provided by law. Proposals shall not be withdrawn for a period of 45 days after the date of opening. The City of Ashland reserves the right to reject any and all bids, to waive irregularities and informalities herein, to reject any or all bids, and to award the Contract as deemed to be in the best interest of the City.
