Site work and paving for a mixed-use development in Schererville, Indiana. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The proposed construction will include asphalt trail, asphalt parking lot, concrete pavement at the trailhead, trailhead site furnishings, earthwork, and related work. All bids must be submitted on Prescribed State Board of Accounts Form No. 96 together with all the proper forms included in the specifications, proposal and contract, the entire set of which shall be filed intact as a bid. The Contractor awarded the project must be a licensed contractor with the Town of Schererville and Lake County, Indiana. All questions are due by end of business on February 9, 2022. Wage rates for this work shall not be less than the prescribed scale of wages as determined pursuant to the provisions of Chapter 319, Acts of the Indiana General Assembly, 1935. BID SECURITY: Each bidder shall accompany his proposal with the proper bid security made payable to the Town of Schererville as follows: Any person, firm or corporation who submits a proposal and has a principal place of business in the State of Indiana MUST submit a BOND in the amount of five percent (5%) of their total bid. Any person, firm or corporation who submits a bid and DOES NOT have a principal place of business in the State of Indiana MUST file with their bid a CERTIFIED CHECK BANK CRAFT, CASHIER'S CHECK or MONEY ORDER issued by a financial institution by an agency of the United States in the amount of five percent (5.0%) of their bid, make payable to the Town of Schererville. Pursuant to Indiana Code 22-5-1.7-11, the Contractor entering into a contract with the Pennsy Greenway Trail, Phase IV, Board is required to enroll in and verify the work eligibility status of all of its newly hired employees through the E-Verify program. The Contractor is not required to verify the work eligibility status of all its newly hired employees through the E-Verify program if the E-Verify program no longer exists. Pursuant to Indiana Code 5-22-16.5 the Pennsy Greenway Trail, Phase IV Board may not contract with a person who is engaged in investment activities in Iran. Indiana Code 5-16-13 (Requirements for Contractors in Public Works Projects), Indiana Code 5-16-6 (Discrimination by Contractors and Subcontractors Prohibited), Indiana Code 8-23-10 (Qualifications of Bidders for Contracts), and Indiana Code 36-1-12 (Public Works Projects) apply to this project and contract. In determining the lowest responsible and most responsive bidder, the Owner will consider the Total Base Quote for the Contract. The Owner may also consider all other relevant facts mentioned in the Project Documents or which the Owner may legally consider. Proposals may be held by the Pennsy Greenway Trail, Phase IV, Board for a period not to exceed One Hundred Twenty (120) days from the date of the opening. The successful Contractor will be required to furnish a Performance Bond in the amount of one hundred percent (100%) of the Contract price within ten (10) days after award of contract and a two (2) year Maintenance Bond in the amount of twenty percent (20%) of the contract price prior to completion and final payment of the contract. No Contractor may withdraw his proposal within one hundred twenty days (120) after the actual date of the opening thereof. The Pennsy Greenway Trail, Phase IV, Board reserves the right to reject any or all proposals, to waive technical or irregularities therein, to delete any item or items and to award a contract on the proposal that in their judgment is most advantages to Board.
