# of Firms to Select 1 The subject work is the modification of the I-465 at US 31 North interchange (MM 31) and related work on US 31 from I-465 to 116th Street in Carmel to address insufficient west to north and east to north movement traffic capacity. The work will also consists of seven bridge thin deck overlays within the project limits of the interchange modification. The selected firm shall perform preliminary engineering and plan development services necessary to produce construction contract documents. The selected consultant will be responsible for project intent definition, road, bridge, and traffic design, all permits, utility coordination, survey, geotechnical services, public involvement, environmental documentation preparation services, and construction phase services. Other services such as right of way plan development and real estate services may be included later if these work types become necessary. The consultant team responsible for design of the I-465 NW project will provide: 1) traffic modeling and analysis for US 31 from 96th Street to 116th Street (available by January 7, 2022), 2)draft Alternatives Selection Report, which will comparatively analyze the impacts from No-Build to build alternatives (available by January 7, 2022), 3) Engineering and Operational Acceptability determination (step 1 of IAD) for I-465 / US 31 Interchange (mid-2023), 4) Final IAD approval (early 2024), 5) complete Section 106 (archaeological / historical) field work and reports on US 31 from just north of I-465 to 116th Street within the existing right of way (mid-2023). Substantial deviations to the preliminary interchange geometrics are not expected, but any approved revisions identified by the selected consultant will be incorporated into the IAD being developed for the I-465 NW project. The interchange may be bundled and let with the I-465 NW project or may be let as a separate contract prior to the I-465 NW contract.
