Question Cutoff Date: January 31, 2022 @ 8:00 AM PROPOSAL This proposal is the bidder's offer to sell the item(s) set forth on the bid sheet at the price quoted by the bidder herein, under the terms and conditions of this documents and specifications as referenced. The City of Upper Arlington does not obligate itself to purchase the full quantities indicated on the vendor bid sheet. However, the unit price bid will be effective should the purchases be more or less than the indicated quantities. The successful bidder must furnish all conditions pursuant to these specifications on orders submitted through termination of the contract TESTING The City Engineer for Upper Arlington or a designated representative may collect random samples from the supplier's facility for tests to ensure specification compliance. An approved testing facility defined as a laboratory and approved by the City Engineer will be used for these tests. Failure to meet or exceed the specifications will result in a bid rejection or non-payment for ordered materials. Test failures for ordered materials will be completed at the expense of the supplier. AWARDING Suppliers must have adequate local plant facilities to service the contract. Each bidder must list their plant locations and the material prices by plant location. Bids will be awarded based upon the lowest and best bid, based on the price quoted and location of the plant listed in relation to the City of Upper Arlington's maintenance facility. The City of Upper Arlington may award a separate contract/purchase order by material type and plant location. Awards may be split to multiple vendors. All materials will be paid at per ton unit prices, F.O.B. to City trucks at the vendor's plant locations.
