Proposal Questions Questions about the Request for Proposal will be accepted by Ted Doscher, Planner at (319) 361- 6453, e-mail ted.doscher@lincountyiowa.gov, from April 5th, 2022 through Friday April 15th, 2022. It is the proposer's responsibility to look at the project site and access points prior to submitting a proposal and seek clarification of any ambiguities or other issues regarding this Request for Proposal that are not clearly understood. The Conservation Board or its authorized representative(s) may respond orally to questions about minor matters that affect only the inquirer. Responses to questions that may affect proposers other than, or in addition to, the inquirer will be sent to each party that received this Request for Proposal. The identity of the party asking a question(s) will be kept confidential Proposals will be considered by County Conservation Board staff, project engineers as deemed necessary. A recommendation for the selection of the company or vendor may be made to the Conservation Board for final approval. All proposals will be confidential, with review completed by the County Conservation Board staff only, until the contract is awarded. After the contract is awarded, the proposals will be considered public record. Overall project administration will be provided by Linn County Conservation Project Planner, Ted Doscher, telephone (319) 892-6453, e-mail Ted.Doscher@linncountyiowa.gov. Ted may confer with and seek input, clarification and advice from the Engineering Firm, ShiveHattery INC. on this project. Questions or requests to arrange an on-site visit regarding the scope of the project, technical specifications, proposed application, etc. may be addressed to the project administrator. This project involves the construction of a 45' long by 8' wide bridge with concrete deck and concrete abutments, in addition to site grading and asphalt trail construction. Contractor shall be responsible for providing the abutments and trail surfacing. Linn County Conservation shall provide the steel bridge. Fill material is available currently stock piled nearby. The project total length is 235 Ft. Scope of Work/Description of Services The Scope of Services to be provided is described below: 1. The Contractor shall furnish all equipment and labor associated with Bridge, Trail and Abutment Construction. The Contractor shall retain the salvage value of any removed materials. 2. The Contractor shall provide appropriate traffic control for trail closure(s) and provide notice to the LCCB so proper public advance notifications can be made to area trail users. 3. The Contractor shall grade and construct concrete abutments, place steel bridge and pour concrete bridge deck, construct retaining walls, finish grade and surface proposed trail, and final seed disturbed areas in accordance with specified plan specs. 4. The Contractor shall install and maintain required erosion control measures. LCCB staff shall provide and seed disturbed areas once the project reaches an appropriate level of completion. 5. The Contractor shall utilize one of three options for structural support of the Bridge Abutments. Options are as follows, H-Piles, Helical Pier or Spread footing. 6. Steel Pedestrian Bridge shall be supplied by LCCB. 7. LCCB shall provide access crossing the existing asphalt trail and shall repair damaged area within a reasonable amount due to the hauling of subgrade soil or construction activities. Contractor shall be responsible for repairs beyond a reasonable amount or due to gross negligence during the construction process. 8. The Contractor will be required to become a Co-permittee with the Required Permits.9. The Contractor will be required to follow and comply with the current Iowa DOT General Specifications. Term of Agreement The terms of the agreement are as follows: 1. Early Start Date: Monday, May 2nd, 2022 (or upon approval of Agreement, Hold Harmless and Insurance) 2. Late Start Date: Monday, May 30th, 2022 3. Completion Date: Friday, Oct 29th, 2022* The County Conservation Board reserves the right to reduce the scope of the project and evaluate only the remaining elements from all proposals. The County Conservation Board reserves the right to reject specific elements contained in all proposals and to complete the evaluation process based only on the remaining items.
