Chemical Toilet and Septic Tank Pumping for the Adamson House and Malibu Lagoon State Beach of the Angeles District. DVBE requirements have been waived, however incentives still apply It is unlawful for any person engaged in business within this state to sell or use any article or product as a 'loss leader" as defined in Section 17030 of the Business and Professions Code. It shall be the responsibility of the bidder to see that a bid is received at the proper time and place. Bids shall be submitted in duplicate and placed in the envelope supplied with the bid form. This envelope shall be sealed and delivered to the place shown on the Invitation for Bids. No bids shall be; accepted after the time set for the opening of bids. Facsimile (FAX) responses will not be considered. Any bid received after the time set for the bid opening will be returned to the sender unopened. Any bid may be withdrawn prior to the hour fixed on the Invitation for Bids, provided a written request for withdrawal is submitted by the bidder or his/her authorized representative and filed at the 7 place shown on the Invitation for Bids. No bid may be withdrawn after the time fixed for the opening of bids. Bids may be rejected if they show any alteration of form, additions not called for, conditioned bids, incomplete bids, or irregularities of any kind. Only those bids which cover all the work called for, and meet all requirements specified will be considered. The State reserves the right to reject any; and all bids. The contract award, if awarded, will be to the lowest responsible bidder who complies with all the requirements specified in the bid solicitation documents, which include, among others, the Invitation for Bids, Instructions to Bidders for Chemical Toilet Rental and/or Service, Specifications, Bid, Form, and when applicable, Additional Instructions to Bidders, and the DVBE Compliance Certification. The contract documents consist of the Bid Form, Specifications, Standard: Agreement-STD. 213, the DVBE Compliance Certification and Documentation (when applicable), the Certificate of Insurance, and all other documents incorporated into the Standard Agreement by reference.
