This Request for Proposal Is Not a Competitive Bid Based on Price Only. the Request for Proposal Allows the City of Cibolo, Texas, City Council (the city) to Select the Service Provider That Best Meets the Needs of the City, Taking Into Consideration Proposer Qualifications, Price, Products, and Service Capabilities and Other Factors Relevant to the City's Policies, Programs, Administrative Resources, and Budget. The City of Cibolo, Texas ("City"), invites proposals for the provision of Building & Fire/Life Safety Plan Review and Inspection Services by qualified independent contractors. These services include, but are not limited to, building and fire plan review, contractor registration, building and fire permitting, building and fire inspections, and permit administration, as described in this RFP, along with knowledge of American with Disabilities Act (ADA) and Texas Accessibility Standards (TAS) requirements, and other related professional consulting and technical services typically required by a municipal building department along with corresponding fire code review and inspections for a three (3) year term with up to two (2) one-year extensions. The ability to interpret and apply the City's codes and ordinances, as well as to be familiar with applicable state and federal regulations, is critical in the provision of these services. Qualified consultants must possess all licenses, certifications, and permits necessary to provide the professional consulting and technical services described herein. Although the City desires these services to be provided by an independent contractor as soon as May 2, 2022, but no later than May 30, 2022, the start date may be adjusted to a later date based upon the outcome of this RFP process.
