Renovation of a military facility in Laughlin AFB, Texas. Conceptual plans call for the renovation of a military facility.

INTRODUCTION: The Contractor shall furnish all design drawings, labor, equipment, material, transportation, administration, supervision and all else necessary to perform all operations in connection with successfully completing this project; MXDP 20-1013: B320 Renovation. When complete, the project shall be as described below. The Contractor's Statement of Work (SOW) shall add to, not detract from, the Statement of Objectives (SOO). This project is a design-build and the Contractor shall provide an approved 100% design before any construction is to begin. The work shall provide new tile flooring, carpet flooring, and lighting throughout the building. The Student Undergraduate Pilot Training program has increased from 250 graduates per year to approximately 500; therefore, this building expects a high volume of traffic and use. The age of the existing flooring combined with the 60% increase in student population/traffic has pushed it well past its service life. The current flooring throughout B320 is worn and unserviceable with mold growth and stains due to age and plumbing leaks. Within the below documents, the following shall be consistent. When "the Government" is mentioned, it is a representation of: the Project Manager (PM), the Contracting Officer Representative (COR), and/or the Contracting Officer (CO). When "the Contractor" is mentioned, it is a representation of: the prime Contractor, all sub-Contractors, and/or all other parties working with/for the prime Contractor. Work shall be planned to minimally impact the daily mission of flying training operations. Major disruptions such as outages, functionality testing, commissioning tests, or others shall be scheduled in advance, must be coordinated and approved in advance by the Government, and must be done during non-standard duty hours or weekends as approved by the CO. The Contractor shall submit a schedule of all closures 21 calendar days in advance to the CO for approval. Operations shall commence near the area of construction and the Contractor shall coordinate work so that it does not interfere with continued operations. *Note: all existing NIPRNet connections requiring relocation/rerouting shall be coordinated through the 47th Contracting Flight (47 CONF) with 47th Communications Squadron (47 CS) and any cabling supporting the air-ground radios will be coordinated through CONF with 47th Operations Squadron Radar, Airfield and Weather Systems Flight (47 OSS/RAWS). The Government is requesting a phasing plan, SOO corrections/expectations. Site Visit: 7 February 2022 at 8:00 A.M. Please contact POC in order to gain access to the Government facility. Laughlin Air Force Base is in search of a business that shall furnish all design drawings, labor, equipment, material, transportation, administration, supervision and all else necessary to perform the work. Shall provide new tile flooring, carpet flooring, and lighting throughout the building. All operations in connection with successfully completing this project. The purpose of this Sources Sought is to receive comments on the Statement of Objectives as was may be missing, significant flaws, or improvements. The other purpose is to also receive phasing and scheduling plans for this building that are in line with commercial industry. Please provide any comments and phasing/scheduling comments with company information. Work includes the following: DESIGN: At a minimum, the Contractor shall submit 35% design drawings for comments by the Government to include the following phases of work: current state, demolition, construction/repair, and final state. Once the 35% design drawings have been updated to reflect feedback and comments from the Government, 100% design drawings shall be submitted for approval. The Contractor shall use the AF Form 3000, Schedule of Material Submittals to edit and submit to CONF to reflect the proposed design. A Statement of Work to define project-specific activities, deliverables, and timelines to ensure all applicable requirements of this project are met. DEMOLITION: Existing flooring throughout the building. Existing luminaries and light fixtures, as well as any necessary ceiling tiles required for replacement of light fixtures WORK AREA: Install new carpet and tile throughout all of B320. Install new luminaries and light fixtures throughout all of B320. Replace ceiling tile as required for fitting of new fixtures throughout all of B320 FLOORING: Install new flooring to include the following features: Durable and presentable tile (hallways), Durable and presentable carpet tiles (rooms). See Flooring, B320 (Attachment 2) for examples of new flooring tile and carpet flooring. LIGHTING: Install new luminaires and light fixtures to include the following features, Meet the requirements stated in UFC 3-530-01, Meet the requirements stated in NFPA 101 (Egress Light Requirements), LED luminaires with LED controls, Work shall include pulling new conductor where required to serve newly installed fixtures. The work performed will need to be phased in a manner that aligns with the flooring work being performed. All Laughlin Air Force Base (AFB) provided drawings are considered approximations and the Contractor shall be required to verify all measurements before material is purchased or cut. The method of contractor selection has not been determined at this time.
