Bids are invited upon the several items and quantities of work as follows: Tazewell County Architectural Barriers Removal-Sidewalks located in Armington, Creve Coeur, Delavan, East Peoria, Mackinaw, Minier and South Pekin. Any bid sent by mail or other third-party means or at a different time than the foregoing must be addressed to the County c/o of the Finance Director, Suite 120, McKenzie Bldg., 11S. Fourth St., Pekin, NOT to the place of opening. Bidders must submit with his or her bid the "Certification of Bidder Regarding Equal Employment Opportunity" and the "Noncollusion Affidavit of Prime Bidder". A Bid Bond, certified check, negotiable government bonds of par value of 5% of the bid price payable to Tazewell County is required. Contractors and all subcontractors, including lower-tier subcontractors, will be required to pay the wages for all laborers and mechanics as determined to be prevailing in the locality by the U.S. Department of Labor under the Davis-Bacon Act. All work performed by laborers and mechanics is also subject to the Contract and Work Hours Safety Standards Act and the Copeland AntiKickback Act, Executive Order 11246. Bidders are advised to review the requirements of the County's Minority Business Enterprise (MBE) Plan regarding subcontracting opportunities for minority-, women-owned and Section 3 businesses. The successful bidder must be FULLY registered (have a CAGE Code) with the System for Award Management at https://www.sam.gov/SAM/ before a contract can be awarded. Each Bidder, including subcontractors and lower-tier subcontractors, must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. Bids may be held by the County for a period not to exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
