It comprises preliminary units, carousel oxidation ditch, secondary settling tank (SST), off-line equalization basin, and sludge handling systems that produce Class A Biosolids. The areal WWTP and the off-line equalization are depicted in Plats 1 and 2, respectively. The unit to be disposed of sludge is the equalization basin. The capacity of the equalization basin is approximately 57 million gallons, and came online in 2007 to comply with then Arkansas Department of Environmental Quality (ADEQ) Consent Administrative Order, CAO LIS No 05-158 issued in 2005. The purpose of the equalization basin was to control excessive inflow/infiltration within the wastewater collection system during peak wet weather flows. The dimensions of the equalization are depicted in the accompanying drawing, Plat 3 and the depth of the basin approximately 26 feet, as can be ascertained from the drawing. The sludge will be removed from the basin and be transported to land application sites approved by the Arkansas Division of Environmental Quality (DEQ) contingent upon meeting the DEQ criteria. Benton Public Utility Commission is located in the south west of Arkansas, operates a wastewater treatment plant known as Benton Utilities Wastewater Treatment Plant (WWTP). Any Bid may be rejected which contains material omissions, or irregularities, or in which any of the unit prices are obviously unbalanced in the opinion of the Owner. Also, a bid may be rejected if it, in any manner, shall fail to conform to the conditions of the Bidding Requirements and Contract Documents. Prior to the removal and transportation of the sludge, the depths of sludge will be determined and the quantities of sludge to be removed be established. The Owner reserves the right to waive irregularities, reject bids, choose the most qualified bidder for the Project, and to postpone award of the Contract for a period of time which shall not exceed beyond 90 days from the bid opening date. Each Bid must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form, payable to the Benton Public Utility Commission in an amount not less than 5 percent of the amount bid.
