Renovation and addition to a fire / police facility in Castlegar, British Columbia. Completed plans call for the renovation of a fire / police facility; and for the addition of a 7,776-square-foot, one-story above grade fire / police facility.

The RDCK is outlaying an expansion to the to the Ootischenia Fire Hall, located at 119 Ootischenia Road, Castlegar, BC, adding a vehicle bay to house a new rescue vehicle and to provide additional storage space. Other improvements to the existing fire hall is included in this project. The Services to be supplied to the RDCK consist of the following: supply and construction of a vehicle bay expansion to the to the Ootischenia Fire Hall, located at 119 Ootischenia Road, Castlegar, BC, adding a vehicle bay to house a new rescue vehicle and to provide additional storage space. Services also include various building improvements which address energy efficiency and end-of-life building components. The successful proponent will design, supply and install a complete, basic vehicle bay addition, of floor size 18' (5.49m) width x 40' (12.19m) length on the north side of the existing building (see site plan in Appendix A). The RDCK is interested in a basic, cost efficient building design in order to utilize budget most effectively. Also included in this RFP is the provision of building energy efficiency upgrades. 1. Foundation to include strip footings below frost level, foundation walls, and slab on grade. 2. Concrete slab to consist of 30MPa concrete reinforced with 10M bars @ 12" OC each way. 3. One overhead vehicle door 12'(3.66m) H x 12' (3.66m) W, commercial steel insulated c/w 1 row 12" x 24" windows , electric opener contact and non-contact safety device, transmitter to open close with an extra limit switch for heater and exhaust, and emergency chain hoist. 2'(0.61m) minimum clearance above door to ceiling. 4. Match and extend existing asphalt shingle roof (see Appendix C for annotated building section). Supply and install metal 26 gauge siding, metal fascia board and ventilated soffits. 5. Relocate roof eaves, drains, intakes and vents, and existing exterior light. Supply exterior outlets as per building code. 6. Walls to have R-19 insulation and ceiling to have R-40 insulation value, at minimum. 7. Supply and install an exterior person doors with frame, metal, insulated, 36" (914mm) W within addition. 8. Supply and install an additional exterior 36"(914mm) W person-door in main office on east facade in place of northernmost window, an entrance canopy dimensions 60"W x 42"D constructed of non-combustible finishes to match existing building, plus a full-height 12' length finished interior partition wall c/w interior 36" (914mm) door to create a new entrance corridor. Delete existing 2'8" main office interior door and frame, and finish (see Appendix C for annotated building plan). 9. Interior finish to be drywall with paint walls and ceiling (existing exterior wall can remain stucco, painted). 10. Floor to be sloped concrete, sealed and stained to match existing, with floor drains with catchment trench similar to existing (see Appendix B for original fire hall construction plans). 11. Replace exterior door and side-lite on current north side of building with 36" (914mm) W interior 45 minute fire-rated door to connect new bay to existing building. 12. Supply and install additional with 36" (914mm) W interior 45 minute fire-rated interior door between garage and shop room. 13. Replace 2 windows on lower floor on north facade with fire-rated partition wall, sealed and finished on both sides. 14. Fill in 3 windows on upper floor with 1 hour fire-rated partition wall, sealed on both sides and finished in occupied areas. 15. Supply and install a 2 1/2 " (63.5mm) water supply (pvc or ABS pipe), to be routed on the ceiling of the existing fire hall. Tie into metal valve nest located in main vehicle bay. Terminate onto hose bibb inside new vehicle bay. 16. Provision for heat and air conditioning, either tie-in to existing HVAC system (preferred) if there is capacity, or stand-a-lone system such as infrared heaters with programmable thermostat or heat pump. 17. Electrical to include energy efficient (LED) lighting, ceiling air circulation fan c/w timer, and outlets, etc. required by building code, 1 additional exterior light to match existing, and a new subpanel fed from the main breaker box.
