The Work of this Contract is generally described as a water main extension project. The project consists of supplying the labor, equipment, and materials necessary to provide approx. 10,694 L.F. of new 12-inch diameter water main as specified herein. Also included are related valves, pavement replacement, site work, seeding, and other services and items of construction. Bids must be submitted on the Bid Form furnished and must be accompanied by an acceptable form of Proposal Guaranty in an amount of at least five (5) percent of the amount of the Proposal, payable to the Arcola/Tuscola Joint Waterline Agency. The Proposal Guaranty shall be a certified check, bank draft, or an executed Bid Bond acceptable to the Owner as a guaranty that if the Proposal is accepted, the Bidder will execute the Contract and will file an acceptable Performance Bond, Payment Bond and Certificate of Insurance within fifteen (15) days after the award of the Contract. A Proposal Guaranty consisting of a personal check will not be accepted. The Proposal must be submitted in a sealed envelope. The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price. The Contractor shall also comply with the Illinois Prevailing Wage Act, the Veteran's Preference Act, the Employment of Illinois Workers on Public Works Act, and the Illinois Human Rights Act. CONTRACTOR shall be required to comply with the most recently publicized "Wage of Employees on Public Works (Prevailing Wage) Act" (820 ILCS 130/1 et. Seq. (1993)). Copies of these wage rates are incorporated in the Contract Documents. Not less than the prevailing wage rates on Public Work as established by the Illinois Department of Labor, for the county in which the work takes place, shall be paid. The Joint Waterline Agency reserves the right to reject any or all bids and to waive any informalities in bidding. The criteria for selection of lowest responsive, responsible bidder are set forth in the Contract Documents. A Bidder may withdraw from the possession of the City, his or her submitted bid only prior to the previously-stated closing time for receipt of the bids. All bids shall remain valid for a period of thirty (30) days after the closing time for receipt of bids.
