Renovation of a water / sewer project in Lancaster, Pennsylvania. Completed plans call for the renovation of a 3,400-square-foot water / sewer project.

The work to be performed includes replacing roof levels 3 and 4 of the Control Building's Roof located at the City's Advanced Wastewater at 1220 New Danville Pike, Lancaster, Pennsylvania (the approximate combined 3,400 square foot of old roofing is to be removed and new cold applied modified bituminous membrane roofing systems are to be installed per the bid documents). All bids shall be effective for sixty (60) calendar days from the date of the bid opening, unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for One Hundred Twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract is subject to certain special requirements. For example, as more specifically detailed in the Contract documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. The Contract documents for the Project can be obtained over the internet from the Pennsylvania Electronic Document and Bid Management Program known. Potential bidders must register with online to have access to said documents. Registration is at no cost and the process takes only a few minutes. Once registered, potential bidders can obtain all project documents for the Project and for any other registered project (for free) and thereafter submit and update bidders confidential proposals online prior to the deadline for submitting a bid. Bids, after having been submitted, may be withdrawn by the bidder prior to the time set for the opening of bids upon the written direction to City through. No withdrawal bids will be allowed within sixty (60) calendar days after said time, even though bids may not as yet been opened. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder may not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services and the bidder's ability to handle the volume of work proposed. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. In reviewing the bids, the City will review the bidder's experience, necessary facilities and financial resources to furnish the items of this Contract and the City reserves the right to reject the proposal of any bidder not possessing satisfactory qualifications. While there will be no mandatory Pre-Bid meeting A Bid must be accompanied by Bid security made payable to City in an amount of 10% percent of Bidders maximum Bid price (determined by adding the base bid and all alternates) and in the form of a certified check, bank money order, or a Bid bond (on the form included in the Bidding Documents) meeting the surety requirements set forth herein.
