Renovation of a detention facility in San Diego, California. Completed plans call for the renovation of a detention facility.
The County of San Diego (County) is requesting proposals (Proposal) from firms qualified to provide Construction Manager at Risk services for the preconstruction and construction phases of East Mesa Juvenile Detention Facility (EMJDF) - Housing Softening Improvements The delivery method for this Project is "Construction Manager at Risk" (CMAR), and will consist of a preconstruction phase and, at County's option, a construction phase. During the preconstruction phase, the CMAR will collaborate with the County and Architect/Engineer on existing conditions, design, constructability, cost, and schedule of the Project and develop a Guaranteed Maximum Price (GMP) for the construction phase of the Project. Upon County acceptance of the GMP, the County may exercise its option for the construction phase. If the County and the CMAR do not agree upon a GMP, the County will not exercise its option for the construction phase of the Project to the CMAR. Questions due February 16, 2022, prior to 5:00 p.m. Questions regarding this RFP shall be submitted in writing to the Contracting Officer by the Date and Time listed in Schedule, in accordance with Section 8 (Duty to Inquire, Questions, and Explanation to Offerors). Oral explanations or responses to Questions will not be binding upon the County. Concerns or comments regarding this solicitation should be directed to the Contracting Officer. The budget not to exceed for the Construction Manager at Risk contract shall not exceed $3,400,000.00. The budget not to exceed includes the values of both the Phase 1 and Phase 2 cost identified in the Price Proposal. The County estimates the Direct Pass-Through Cost (total subcontractors price) to be $2,890,000.00. Phase 1 - Contractor shall commence the Work for Phase 1 on the date specified in the notice to proceed for Phase 1 and fully complete the Work within 150 calendar days. Phase 2 - The Contractor shall commence the Work for Phase 2 on the date specified in the notice to proceed for Phase 2 and fully complete the Work for Phase 2 within 240 calendar days. The purpose of this project is to perform selective wall demolition of sleeping rooms, complete demolition of ceiling, floor, and lighting at dayroom; provide new ceiling, flooring, and lighting at dayroom, patch / paint all vertical surfaces, soffits, and hard lid ceilings; remove and replace all sleeping room toilet fixtures. Demolition of all sleeping bunkers on the first floor and sleeping rooms of the second floor. Reconfiguration of HVAC ductwork at Dayroom to match new ceiling layout is required. Removal/ installation of old/ new wall mounted acoustical panels at Dayroom. Provide new Cladding of Watch Tower vertical surfaces and roof. New lighting, electrical outlets, doors, and acoustical ceilings at new offices is required. Re-lamping/ replace lenses of light fixtures at selected sleeping rooms. Painting of all doors to remain. Selective electrical work at new offices is required. Provide new flooring at selected sleeping rooms. Removal and replacement of Millwork. Installation of new decorative metal panels at second floor guardrail. Provide new furniture at dayroom, sleeping rooms, offices, classrooms, and incidental rooms of the Detention Units.
