The project is expected to be commenced within 10-days after the Notice to Proceed. Completion of the Work is required as specified in the Agreement. The Owner reserves the right to reject any and all bids or to accept that bid or combination of bids, if any, which in its sole and absolute judgment will under all circumstances best serve the Owner's interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the Owner.
