The project will be for ADA Curb Cut Installation in Ridgway Borough. Removal and replacement of concrete sidewalk and ramp construction including removal, excavation, subbase, forming, steel reinforcement, placement, finishing and curing, pavement restoration, lawn grading and restoration 2-foot x 5-foot approved ADA detectable warning plates, Removal and replacement of concrete, retaining curb (all heights), including excavation, subbase, forming, steel reinforcement, placement, finishing, pavement restoration, lawn grading and restoration The bidding and contract documents may also be examined at the following locations: Ridgway Borough Building, 108 Main Street, Ridgway, PA, 15853 and the Elk County Planning Department, 300 Center Street, Ridgway, PA 15853. Bid security must accompany bid and shall be made payable to the Elk County Board of Commissioners in an amount of 10% of the bid price and in the form of a certified bank check or a bid bond issued by an acceptable surety and executed by the bidder. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in an amount of 100% of the contract price. Bidders must submit with their bids the non-collusion affidavit contained in the bid documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, participation by Section 3 residents and businesses, and related matters. The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Bids may be rejected that do not include this documentation. The Elk County Commissioners and Ridgway Borough reserve the right to reject any and all bids and to waive any and all informalities. Bids may be held by the Elk County Commissioners for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. This project is financed in part by a grant from the federal U.S Department of Housing and Urban Development, under the administration of the Commonwealth of Pennsylvania, Department of Community & Economic Development (DCED).
