Line to North of US 6 and Cleveland Rd: IL 84 to East, Phase I/II, Henry County, Region Two/District Two. This project requires 23% DBE participation, or if the contract goal is not met. documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 28, 2022 at 10:30 AM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required for the preparation of a Project Report (anticipated to be a categorical exclusion) and Phase II contract plans to reconstruct approximately 2.43 Miles of IL 84 from the Rock River at the Rock Island Co. line to approximately 0.2 Miles N. of US 6 and Cleveland Rd from IL 84 to 0.2 Miles. East. The proposed improvements may include proposed curb and gutter, re-ditching throughout the entire project, replacement/rehabilitation/extension of culverts, design a storm sewer system, geometric, ADA design/improvements, realignment of horizontal curves and profiles, prepare a drainage tech memo, update crash analysis, bicycle and pedestrian accommodations per Complete Streets Policy, coordination with resource agencies and special interest groups, SUE investigations, PESA response and cost estimates. A significant portion of the Phase I activities have been completed by department staff and all documents will be provided to the consultant. These tasks include preparation of plan and profile sheets, typical sections, cross sections, proposed construction limits, public meeting, TMA and proposed geometrics/IDSs. These items and all remaining tasks will be incorporated into the Project Report. The estimated construction cost for this project is $10,000,000. The completion date for this contract will be 36 months after authorization to proceed. The Prime firm must be prequalified in the following category to be considered for this project: Highways (Roads and Streets) Location Design Studies (Reconstruction/Major Rehabilitation) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The firm acting as the prime must be prequalified in all the prequalification categories requested in the project advertisement even if they plan to subcontract part of the project, except where noted in a specific project advertisement. Any work being done by a consultant, prime or sub must be prequalified in the IDOT prequalification category of work they are performing.
