This project may contain Federal Funds. This project requires 25% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on May 5, 2022 at 10:30 AM at the Region One/District One Office in Schaumburg. Phase III engineering is required to provide construction inspection services for the above subject improvement. Work includes, but is not limited to, replacing the PCC pavement between Gardner Avenue and Rowell Avenue including closing the existing open median and providing pavement for future lanes, replacement or rehabilitation and widening (including vertical clearance improvements) of the bridges carrying I-80 over Hickory Creek, and WCL/Rowell Avenue, Installation of closed median drainage and concrete median barrier wall, replacement and upgrading of existing lighting and signing, existing interchange configurations at Richards Street will be maintained, however, it will be modified to accommodate future mainline widening, as well as all incidental and collateral work necessary to complete the project as shown on the plans and as described herein. The following structures may be in this project: o S.N. 099-0063: WB I-80 bridge over Hickory Creek o S.N. 099-0905: WB I-80 bridge over WCLRR/Rowell Avenue Quality Assurance (QA) oversight and Contractor's Quality Control (QC) by the same Consultant or one of their Subconsultants on the same project or on material coming in from the same plant is prohibited. At the negotiations meeting, the Prime Consultant, and Subconsultant(s) will disclose all current relationships with contractors. The anticipated construction completion date is October 31, 2024. The Consultant must complete and submit final measurements, calculations, and final contract records documents to the department no later than six (6) weeks after the completion of the project. The Prime firm must be prequalified in the Special Services (Construction Inspection) category to be considered for this project. Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
