Job No. P-91-023-22, I-57 Access Study from s/o Wilmington-Peotone Rd to n/o MoneeManhattan Rd, Phase I Engineering Project, Will County, Region One/District One. This project requires 18% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 27, 2022 at 1:00 PM at the Region One/District One Office in Schaumburg. Phase I engineering services are required for all work associated in the preparation of preliminary engineering and environmental studies to improve access to Interstate 57 from south of Wilmington-Peotone Rd to north of Monee-Manhattan Rd in Will County. The anticipated scope of work consists of improvements to meet 2050 travel demand in an area that has potential for large industrial and future airport uses by improving local and regional connectivity to Interstate 57. A key planning tool will include a public involvement program based upon the principles of Context Sensitive Solutions. The work will also include all related work necessary to complete a Combined Design Report and a Planning and Environmental Linkages study that may be processed as an Environmental Assessment. The Consultant's work may include, but is not limited to, data collection, traffic counts, crash analysis, survey, alternate geometric studies, location drainage studies, construction cost estimates, intersection design studies, traffic maintenance analysis, and all other work necessary to complete Phase I. The estimated construction cost for this project is $150,000,000. The completion date for this contract will be 36 months after authorization to proceed. The Prime firm must be prequalified in the following categories to be considered for this project: Location Design Studies (Reconstruction/Major Rehabilitation) Environmental Reports (Environmental Assessment) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
