Renovation of a recreation facility in Toledo, Ohio. Completed plans call for the renovation of a recreation facility.
Responses will be accepted only in the format identified in the RFQ and only if the responses are received on or before the bid time stated. Minimum Wage Rates, Prevailing Wage Rates, and Equal Employment Opportunity laws of the United States and the State of Ohio are applicable to all bids received for this project. Responses are subject to the terms and conditions of the Request for Qualification Documents and the terms and conditions are hereby incorporated into the Invitation to Bid the same as if written in full herein. The owner may reject any and all responses on any basis and without disclosure of a reason. The Owner may waive any informality in the responses to the extent permitted by law, or accept the response which is the "lowest and best" and which embraces such combination of alternates as may promote the best interests of the Owner. Such actions taken by the Owner shall not result in accrual of any right, claim, or cause of action by any unsuccessful bidder against The Toledo Zoo, the Board of Lucas County Commissioners, or Consultants under contract to The Toledo Zoo who prepared the specification and drawings. The exhibit is made up of three buildings and two exhibits. The buildings are the interpretative building, polar bear and seal holding and life support building. The interpretative building is a 3,700 square foot building that allows for multiple views of polar bears and seals and provides educational opportunities for the visitors of the Toledo Zoo. The holding building is a 4,000 square foot building that houses both polar bears and seals. The building includes four (4) dens, polar bear pool, seal pool, keeper area and kitchen. The life support building is a 2,900 square foot building that controls the filtration for both polar bear and seal pools. The majority of the mechanical systems in these buildings have not been replaced since their installation and are continually exposed to a corrosive salt-water environment. The only portion of the mechanical system that has been completely replaced are the chillers that control the interpretative building and cooling for the pools. This project will replace the failing HVAC equipment that conditions the buildings on this exhibit. The majority of the damage seen by the Toledo Zoo is on the equipment; however, the DB firm will be responsible for inspecting the entire system to ensure there is no additional damage. This project will utilize the Design-Build project delivery method. All aspects of the project and related issues will be implemented and operated consistent with the Owner's policies and procedures. The project will be completed in two phases designed by the DB firm to align with Toledo Zoo events and operations.
