General work description: The County of Yuba is accepting proposals for topographic surveying services and hydrology/hydraulic studies for the Ellis Road Bridge Replacement Project, approximately 1 mile east of SR 70, along Ellis Road. Question Response Deadline:February 15, 2022, 5:00pm This is a federally funded project. This will be a cost plus fixed fee, project-specific contract. Please see the attached LAPM Exhibit 10-H, to be used in the proposals. The Consultant shall provide all work in order to complete topographic survey and base mapping for the project corridor. The work will include ground surveys, record data search and Right of Way map. The ground surveys shall include, but not be limited to the following; all existing bridge features, centerline, edge of pavement (or road), shoulders, berms, walls, structures, fencing, trees with diameter greater than 4 inches, landscaping, ditches, culverts, grade breaks, any existing pavement striping or markings, storm drain manholes or inlets, sanitary sewer manholes or cleanouts, water valves, fire hydrants, gas valves, all underground or overhead utility facilities within the limits described below, which will require a USA ticket for marking any underground utilities. County staff can coordinate with USA for the ticket, but surveying shall commence after the marks are on the ground. Contour intervals shall be one foot. The bridge site topography will include the existing bridge structure and 1000' from both ends of the bridge. The width of the survey shall be 250' centered on the proposed centerline of the existing roadway and bridge. Existing right of way boundaries and property lines will be included on the base map. The survey will also need to include cross sections along Simmerly slough in order to perform the required hydraulic analysis (see below). Please see Location Map and preliminary layout exhibit attached. a) The Consultant shall prepare hydrology/hydraulic studies, a flood-plain risk assessment, and all work required for a Location Hydraulic Study (LHS), and a Design Hydraulic Report (DHS) in accordance with the guidelines outlined in the current edition of the Caltrans Local Assistance Manual. b) The Consultant shall provide a scour analysis and recommendations for rock slope protection if needed. The scour analysis shall also include a scour table that will be included on the final plans. The method of contractor selection has not been determined at this time.
