The City of Lincoln has obtained Regional Surface Transportation Program (RSTP) funding. It plans to rehabilitate First Street from the alley between L Street and K Street to H Street during the 2022 construction season. The current conditions of this roadway are showing signs of pavement degradation, base failures, weathering, other pavement distress, drainage issues, and out-of-compliance ADA curb ramps. The proposed project will rehabilitate the roadway by performing full-depth reclamation with cement (FDRC), correcting drainage issues by replacing sections of the existing curb and gutter, extending the underground storm drain system, and upgrading all noncompliant ADA ramps that cross the area of First Street being rehabilitated. In addition, new traffic striping and pavement markings will be placed. The City reserves the right to postpone the date and time for opening of bids at any time prior to the date and time announced in the advertisement. The City Clerk will report the bids to the Lincoln City Council in regular session. Each bid shall be on forms provided by the City, and shall in all respects comply with the Instructions to Bidders and the Contract Documents. Each bid must be accompanied by cash, a certified or cashier's check or a bidder's bond in the sum of not less than ten percent (10%) of the total aggregate amount of the bid including the highest alternate. The City reserves all rights to accept or not accept alternates as set forth on the bid form. Before final payment, the successful bidder must also guarantee his work and secure that guarantee with a bond in an amount no less than ten percent (10%) of the total amount of the contract The contract time duration shall commence on the 15th calendar days following contract approval by the City of Lincoln City Council and shall be fully completed no later than sixty five (65) working days thereafter, or such additional time as may have been provided by change order, pursuant to the Contract Documents
