The work of this project is located at the City of Columbia Broad River 02 Sub-Basin. The majority of the sub-basin is located north of Interstate 20, east of Broad River Road, south of Shivers Road, and west of the Broad River. The majority of the work is located in neighborhood streets and yards. See Drawings for complete details. NOTICE TO BIDDERS: Bids must be submitted online. Bids made otherwise will be subject to rejection. SALES TAX AND/OR USE TAX (DECEMBER 2019) - Bidders shall include in amounts bid payment of State Sales Tax and/or Use Tax on all taxable materials specified to be furnished by the Contractor and incorporated into the work under this contract. Award will be made to the lowest responsive and responsible bidder. The City of Columbia Local Business Enterprise (LBE) policy applies to this solicitation. You do not have to be a LBE in order to submit a bid for this project. Under the LBE policy, if the lowest responsive and responsible bidder is not a certified LBE and a certified LBE is within 5% of the lowest bid (up to a maximum dollar value not to exceed $500,000), the certified LBE then has the opportunity to accept the project at the lowest bidder's price. The certified LBE must be from the 8 county Combined Statistical Area (CSA) as defined in the City of Columbia's LBE policy and must also be registered with the City of Columbia's Compliance Office as a certified LBE before the bid is submitted. Please see the City of Columbia's LBE policy Although the Pre-Bid Meeting is non-mandatory, it is required as a part of Bidder's Good Faith Efforts if the Bidder fails to meet the 17% CDBE participation for this project. The City of Columbia requires every person engaged or intending to engage in any calling, business, occupation or profession in whole or in part within the limits of the city to pay an annual license fee and obtain a business license as provided in the ordinance. Violation of this prohibition may disqualify the bidder from further consideration. This IFB does not commit the City of Columbia to pay for any pre-bid costs. Any costs associated with IFB preparation, pre-bid conferences and any other activity prior to award of a contract shall be at the sole expense of the bidder(s). Rooms, meals, travel, telephone, data processing, administrative and clerical costs associated with the project shall be at the bidder's expense. Performance Bond - Simultaneously with his delivery of the executed contract, the contractor shall furnish a surety bond or bonds in an amount at least equal to one hundred (100) percent of the amount of the contract price as security for the faithful performance of this contract and for payment of all persons performing labor on the project under this contract and furnishing materials in connection with this contract as specified in general specifications included herein. The surety bond, or bonds shall be executed by a company duly authorized to do business in the State of South Carolina. Said surety shall be subject to approval by the Owner's attorney. Bid Bond - Each bid must be accompanied by a certified check or by a bid bond for an amount equal to at least five (5) percent of the amount of the bid, to guarantee that the successful bidder will, within ten (10) days from the date of the notice of award of contract, enter into a contract with the owner, and execute to said Owner a performance and payment bond, the said contract and bond to be in the form set forth in the contract, bond the specifications referred to in the Advertisement for Bids. If for any reason whatsoever, the Bidder withdraws from the competition after the opening of the bids, or refuses to execute the required contract and performance and payment bond, if his bid is accepted, the owner may retain the amount of the certified check, or proceed on the bid bond. Such checks or bid bonds will be returned to all except the three lowest bidders within one week after the opening of bids, and the remaining checks or bids bonds will be returned promptly after the Owner and the successful bidder have executed the contract.
