However, it is recommended that all proposals be sealed and submitted via certified mail, physical or other commercial courier services so the Contractor will have a written record of the timely delivery. Application and documentation is required to obtain the Qualified Contractor ID#. Allow a minimum of five (5) business days to secure the ID#. Bids without the Qualified Contractor ID# will be rejected. All bids relative to this advertisement will begin with CmDv for the bid number / title. There is no charge to download bid documents from the City's website. Contracts will be awarded to the lowest responsible, responsive bidder. The City of Alexandria reserves the right to reject any and all bids and to waive informalities.
