Renovation of a mixed-use development in Placentia, California. Conceptual plans call for the renovation of a fire / police facility; and municipal facility.

The City of Placentia seeks competitive proposals from qualified engineering firms to review and analyze the City's energy consumption at City Hall and the police station, existing HVAC and associated mechanical equipment, provide recommended improvements to optimize energy efficiency and cost savings as well as climate control within the building, and provide fully permitted and approved bid-ready engineered improvement plans, bid documents, and technical specifications for the replacement of the existing HVAC system at City Hall and the police station along with the installation of a new solar and battery energy system to power the building. The Placentia City Council has allocated funding for this project in the City's Capital Improvement Program Budget which the City envisions delivering by using the traditional Public Works design, bid, build methodology. A no-risk utility savings design-build program consistent with California Government Code Sections 4217.10-4217.18 is not envisioned for this project and proposals for these types of programs or services shall not be accepted or considered. Placentia City Hall and the attached police station were opened to the public in 1974 and much of the building's HVAC equipment is original. The building is approximately 25,000 square feet in size and the interior workspaces within the building have changed over the years with new offices being created in formerly open space areas and vice-versa. Most if not all the existing HVAC equipment has reached the end of its useful service life and requires replacement to ensure functionality, reduce maintenance costs, and improve energy efficiency. More recently, the City installed Level II electric vehicle (EV) charging stations in the Civic Center parking lot and this project will upgrade the existing electrical infrastructure along with replacing the existing chargers with new units. In addition, the City seeks to install a new Level III/DC Fast charging station in the police station parking lot as part of an EV police patrol unit pilot project the City is pursuing. The new EV charging infrastructure will need to be built into the overall design and construction package for the HVAC improvements. The professional services for this project require a full-service mechanical engineering team with experience in designing new HVAC retrofits for existing buildings and solar and battery storage systems, and the ability to deliver a wide range of services including, but not limited to, energy use auditing to provide recommended improvements to maximize energy efficiencies and calculate long-term cost savings. The selected consultant will need to assemble a qualified subconsultant team to provide all associated civil, mechanical, electrical, and structural engineering services, bidding, and construction assistance (including but not limited to shop drawing review and responses to requests for information) and preparation of separate and complete Plans, Specifications, and Estimates (PS&E) packages for the HVAC improvements andsolar/energy storage component of the project. The City envisions soliciting separate bids and issuing separate construction contracts for the HVAC improvements and solar/battery improvements. Lastly, this project also includes the replacement of the building's roof. The City will obtain a separate roof replacement design package that will need to be coordinated closely with the planned HVAC improvements on the roof. The City will solicit separate bids to replace the roof the construction of which will also need to be closely coordinated with the HVAC improvements. Technical questions about the requested services that might require a clarification of the RFP should be submitted in writing, and responses shall be provided in writing. Any changes, additions, or deletions to this Request for Proposals will be in the form of written addenda issued by the City. Any addenda will be posted on the City's CIP website at: www.ciplist.com monitor this website for possible addenda to this RFP. Failure of proposer to retrieve addenda from this site shall not relieve the proposer of the requirements contained therein. Additionally, failure of proposer to return signed addenda, when required, may be cause for rejection of his/her proposal. The City reserves the right to waive any irregularity in any proposal or to reject any proposal that does not comply with this RFP. The City alone, using criteria determined by the City, will select the qualified firm and/or consultant. The successful consultant to whom the contract is awarded shall, within ten (10) days after being notified, enter a contract with the City for the work and shall furnish all required documents necessary to enter said contract. Failure of the successful consultant to execute the contract within said ten (10) days shall be just cause for the City to contract with the next ranked consultant. The method of Contractor Selection has not been Determined at this time.
