The project's purpose is to guide potential restoration and maintenance activities regarding instream and riparian habitat, flood risk, dam stability, and site access. Restoration work for CRLF and other aquatic and riparian species may be desirable despite the lack of high-quality anadromous habitat. An assessment of the dams and impacts of flooding will inform the restoration, as well as future decisions for the potential replacement of the vehicle bridges. Scope of Services Hydrologic & Hydraulic Analysis The consultant will use rainfall-runoff modeling to simulate peak flood discharge for hypothetical 2-, 10-, 100-, and 200-year 24-hour rainfall events to establish flood elevations, floodplain extent, and flooding risks within the affected reach. The results will be used to create floodplain maps including the delineation of the 2-, 10-, 100-, and 200-year floodplain boundaries. Impacts to the two instream ponds and adjacent floodplain should be specifically evaluated and discussed under a range of hypothetical hydrologic conditions, including determination of the percent-annual-chance discharge required for each of the ponds to spill under dry initial conditions. Geotechnical Investigation The consultant will conduct a geotechnical study of the dam features and bridge approaches to assess their stability during nominal, flooding, and seismic events. The study should address the potential effects of seepage on dam stability, particularly around an excavated dump site downstream of the lowest elevation pond (see Attachment 2 for existing conditions plan sheets). The study will provide adequate data to inform a low-cost, feasible, and implementable repair or redesign if required. The data provided must be sufficient to satisfy regulatory permit requirements including county planning and building, Coastal Development, and Regional Water Quality Control Board permits. The results shall be compiled into a written report with one round of revision based on feedback from the District. Q & A deadline: Mar 07, 2022 7:00:00 PM EST Written questions due March 7, 2022 The District has budgeted $40,000 for surveys, analyses, and report writing. If the proposed budget exceeds this amount, please justify the expenses. The major tasks of work include: Field surveying and geotechnical investigations; Preparation of a technical study; Log of all geotechnical borings; Flood maps; Written report. The work shall be completed within sixty (55) working days of the contract agreement date. The method of Contractor Selection has not been Determined at this time
