Site work and paving for a road / highway in Pasco, Washington. Working plans call for site work for a road / highway; and for paving for a road / highway.

The City will post a retraction to follow.** The City of Pasco, Washington, (City) Department of Public Works CIP Engineering is soliciting Statements of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide Planning and Engineering Services for the existing Highway 12 and East A St intersection. The existing intersection currently has a forced right turn onto Highway 12. If the intent is to go north onto Highway 12, traffic needs to travel south onto S Rd 40 E or north through Heritage Blvd. New development from Amazon in the vicinity will increase truck traffic through other areas. The proposed alternatives will assist the City and WSDOT to identify the optimal solution and minimize further impacts to Local Road users. Planning is anticipated to extend three (3) months, beginning in March 2022. Timeline associated with subsequent design phases will be determined based on the preferred alternative and funding availability. A technical memorandum identifying a recommended solution will be provided to the City by July 1, 2022. The selected Consultant will provide planning services that may include: conceptual evaluation of alternatives, cost estimates, and feasibility analysis. Depending on the preferred alternative and available funding, the City may supplement the Professional Services Agreement to include Engineering Services. Engineering Services may include: funding application support, topographic surveying, preparation of plans, specifications, and estimate (PS&E), public outreach, right-of-way (ROW) acquisition and certification services when needed, preparation and processing of all necessary environmental documents to achieve environmental compliance, bid support, and construction administration services (on a need basis). The selected Consultant will be responsible for providing reasonable alternatives that comply with Washington Department of Transportation (WSDOT) and/or Federal Highway Administration (FHWA) requirements. The technical memorandum will be provided to WSDOT for further discussion and planning efforts with the City. The selected Consultant's submittals will be evaluated and ranked based on the following criteria: Project Understanding & Approach, Project Team Experience & Qualifications, Presentation, Organization and Clarity of the Submittal. The City of Pasco, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200. All federally funded projects will be held to federal Equal Employment Opportunity (EEO) requirements. The City of Pasco is an equal opportunity and affirmative action employer. The City reserves the right to reject any and all responses and to waive technicalities or irregularities, and after careful consideration of all submissions and factors involved make the award to best serve the interests of the City of Pasco. The method of Contractor Selection has not been Determined at this time.
