All bidders should be aware that all of the terms and conditions set out in the bidding documents must be strictly adhered to and are not subject to negotiation after the bid is awarded. All questions concerning compliance with the terms and conditions must be raised prior to submission of the bid and submission of the bid shall constitute the bidder express agreement to comply with the terms and conditions set out in the bidding documents. All bids, experience statements, bonds and insurance certificates must be executed on the forms that are provided in the bidding documents. Failure to comply with these requirements shall be cause for rejection and any potential bidders that are not prepared to comply with these requirements should not submit a bid. Each bid must be enclosed in a securely sealed envelope and endorsed contract #, swdcma sewer inflow and infiltration removal addressed to the delaware county regional water quality control authority, 100 east fifth street, p.O. Box 999, chester, pennsylvania 19016-0999, with the name of the bidder clearly marked on the envelope. All bids must be accompanied by a bid bond or certified check in the amount of 10% of the total bid proposal and made payable to delaware county regional water quality control authority (delcora). Bids may be modified or withdrawn by an appropriate document duly executed (in the manner that a bid must be executed) and delivered to the place where bids are to be submitted at any time prior to the opening of bids Delcora hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids in whole or in part and to waive any omissions, errors, mistakes, defects or irregularities in any bid. All bids shall remain open for sixty (60) days after the day of the bid opening. All questions concerning contract no. Sw-2104-c shall be directed to charles hurst, pe, director of engineering, in writing no later than tuesday, february 22, 2022 via email at: bidquestions@delcora.Org. This work shall consist of repairs to the SWDCMA existing sanitary sewer system at the locations as listed in the following tables and as indicated on the drawings. The Contractor shall supply all equipment, materials, and labor to perform the work. SWDCMA and DELCORA have identified there is significant Rain Derived Inflow and Infiltration within the SA05-01 sewershed shown on Drawing G-101. SWDCMA had their maintenance contractor clean and televise the sewershed in December 2021 and January 2022. The videos are currently under review to identify deficiencies in the sewer mains and potential repairs with an anticipated completion of the review in March 2022. The sewershed consists entirely of 8-inch diameter pipe with over 90% of the sewershed located within public street right-of-ways. If deficiencies are identified, the locations and type of repairs may be added to the Scope of Work quantities based on the Add Alternate bid items and the associated unit price. SWDCMA has identified there is significant Groundwater derived Inflow and Infiltration within the SA02-04 and SA05-04 sewershed. SWDCMA has not completed televising of the sewersheds. As Base Bid Item 15, the Contractor will clean and televise the sewer mains within Right-of-Ways as shown on Drawing G102. If deficiencies are identified, the locations and type of repairs may be add
