The time limit for completing the work authorized ends on March 18, 2022 The Contractor shall accomplish Substantial Completion of the Project within Ninety (90) calendar days from Notice to Proceed. Contractor shall accomplish Final Completion of the Project within thirty (30) calendar days thereafter. The purpose of the project is to install a culvert under Minorca Drive connecting Canal 259 and Canal 263 to restore tidal flushing. The goal of the proposed improvements is to restore the impaired waters of the canals, and to increase the dissolved oxygen levels to meet State 62-302 Class III marine water quality standards. Construction of the project is not anticipated to result in any adverse impacts to other surface waters and no sensitive benthic resources were observed within Canal 259 or Canal 263. Additionally, the installation of the culverts under Minorca Drive connecting Canal 259 and Canal 263 will restore tidal flushing and provide increased dissolved oxygen within the canal that will promote benthic habitat communities to recruit. All construction activities will be performed in accordance with the Florida Fish and Wildlife Conservation Commission (FWC) standard manatee conditions for in-water work and the National Oceanic and Atmospheric Association (NOAA) Fisheries construction conditions for sea turtles and small tooth sawfish. Additionally, in order to ensure that manatees cannot become entrapped in the proposed 6X6 box culverts, the permittee will install manatee exclusion grates at the downstream ends of the two proposed box culverts. Application No. 210723-6922 The Scope of Work for Canal #259 located along Boca Chica Road and Vega Lane in Big Pine Key, Florida consists of installation of two (2) submerged 6 X 6 reinforced Class IV concrete box culverts to hydraulically connect Canals #259 and #263. The lack of flushing within the canal system has caused a degradation of the water quality below FDEP dissolved oxygen standards. The culverts will increase the turnover rate for the waterbodies that has shown to be successful at achieving the FDEP water quality standards for dissolved oxygen.
