The Town of Southern Pines is seeking a professional design team to prepare a master plan that evaluates potential uses and programming for a passive recreation park on the Towns Whitehall property. It is the Town's desire to have this project completed within 180 days from the date the contract is executed. Concerns with this date should be noted in the submittal, along with a proposed alternative timeline. The Town anticipates awarding a contract for this project around the end of April or early May 2022. The Town of Southern Pines acquired the 157-acre tract of land, known as the Whitehall property, in December 2020. The property is located at 490 Pee Dee Road, Southern Pines, NC. The Town's Reservoir Park directly abuts the Whitehall property to the north and includes access via an existing 2-mile walking/biking trail. Reservoir Park includes more than 12 miles of hiking and biking trails and a 95-acre lake that provides fishing and boating access via a boat ramp and kayak dock. Other amenities include an 18-hole disc golf course (partially located on the Whitehall property), two covered picnic shelters, and individual picnic/grill sites. The Town of Southern Pines is seeking a professional design team to prepare a master plan that evaluates potential uses and programming for a passive recreation park on the Town's "Whitehall property." The Town will select a qualified firm (or team of firms) to provide the required visioning, planning, and design services. The resulting master plan should be creative, feasible, sustainable and thoughtful, highlighting the unique environmental qualities of this special property. The Town may open the proposals received at any time after the submission deadline. The Town anticipates entering into a contract with the selected firm to execute the proposed work. This RFQ, however, does not commit the Town to award a contract or to pay any costs incurred by a firm in the preparation of a response to this RFQ. The Town reserves the right to accept, or reject, any and all qualifications received as the result of this request, to negotiate with all qualified firms, or to cancel this request for qualifications if it is in the best interest of the Town to do so. The method of Contractor Selection has not been Determined at this time.
