The Connecticut Department of Transportation (CTDOT) is seeking to engage one (1) consultant engineering firm to provide support services for Alternative Contracting Delivery methods. This includes, but is not limited to, Design-Build (D-B) Procurement, Preliminary Conceptual Engineering, and Construction and Administrative Support Services for the continued development and implementation of the CTDOT's Alternative Contracting Delivery Program. The selected firm shall have experience with preparation and administration of performance specifications and criteria related to D-B as well as experience with best practices and methodologies for DB projects as both the owner's representative and as part of a contracting team. It is preferred the consultant engineer has experience with D-B program development and performing D-B Services with multiple projects with other departments of transportation. The contract will be limited to five (5) years to assign new work, with the stipulation that assignments initiated during the term of the contract will continue to completion of work. No new work, which is unrelated to prior negotiated tasks, will be negotiated after the termination date of the contract. The value of the contract is estimated to be $8,000,000; however, actual contract fees will vary depending on the tasks assigned. It is anticipated to utilize either a lump sum or cost-plus fixed fee payment method. The total number of assignments may vary depending on CTDOT's needs. The Department, in its sole discretion, reserves the right to cancel this solicitation and terminate the process to retain consultant services, and is under no obligation to contract for the services specified herein. The Department reserves the right to add additional projects of a similar nature for a separate selection should additional projects become available prior to the interview phase of the selection process.
