The contract shall be awarded to the lowest responsible, responsive & qualified bidder meeting all criteria set forth in the bid documents. However, if over-budget, the OWNER may negotiate with such apparent low bidder to obtain a contract scope and price within budget. All substitution requests must be submitted to the Architect by the deadline for questions and clarifications listed in the IFB.
