Site work and paving for a civil project in Palm Coast, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Scope: The City of Palm Coast is requesting proposals from qualified Contractors to provide trenchless pipe rehabilitation services to rehabilitate aging, damaged, and deteriorated Stormwater infrastructure along two separate sections of Belle Terre Pkwy located between Palm Coast pkwy and Matanzas woods Pkwy (See location maps for extra details.) There is a total of thirty four (34) Stormwater pipes of varying lengths that run under Belle Terre Pkwy which require trenchless pipe rehabilitation services. Pipes to be lined are CMP located approximately in the center of the south bound lanes of an existing 4-lane divided median roadway. The Contractor is responsible for proposing the lining method they feel is most structurally sound and economical. Quantities listed are estimated for proposal purposes based on work projection and are subject to change. The Contractor shall provide all work required for a completed project including, but not limited to, labor, supervision, traffic, control, materials, equipment, installation, and incidentals required for complete rehabilitation. CONTRACTOR shall also provide material samples, as necessary, to ensure compliance with manufacturer's recommendations. Installation of materials shall be in accordance with all applicable CITY standards and requirements, applicable Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction (latest edition), manufacturer and industry preferred standards. Work assigned under this contract may include, but is not limited to, the following types of projects: Stormwater culvert inspection, cleaning and rehabilitations Stormwater culvert pre-and post-work video inspections (City does not provide these) Easement access Site-Specific Maintenance of Traffic (MOT) Isolation and by-pass pumping Cured-In-Place Pipe reconstruction Centrifugally Cast-in-Place Structural Cement Erosion and sediment control Site restoration Obtaining all required permits associated with the work as needed The quantities shown in the Unit Cost Schedule are estimates provided for proposal comparison purposes and will be utilized in determining the lowest responsive / responsible Bidder(s). The Bidder shall provide unit costs for all of the items listed in the Unit Cost Schedule. These unit costs shall be the basis for Contract unit prices and will be used in the development of project Work Orders. The City does not warrant that the actual quantities of work will correspond with those estimates. The City reserves the right to increase or decrease any of the quantities shown without adjusting the unit Contract prices by Change Order. The Contractor shall be required to provide a Designated Representative (i.e. Contract Project Manager). The primary Contractor must perform at least 51% of the work under this Contract. Question Deadline: March 17, 2022 at 2:00 Pm A certified check, cashier's check or bid bond shall accompany each Bid if Bid amount is one-hundred thousand dollars ($100,000) or greater. The certified check, cashier's check or bid bond shall be for an amount not less than five percent (5%) of the Bid price and shall be made payable to the City as a guarantee that the Bidder will not withdraw his/her Bid for a period of ninety (90) days after the Bid closing time. In the event the Contract is awarded to the Successful Bidder and will enter into a written Agreement with the City and furnish a Payment Bond and Performance Bond in an amount equal to the Contract Price. The Material and Workmanship Bond shall be in an amount equal to ten percent (10%) of the Contract Price as adjusted on the Final Application for Payment. The Bidder will forfeit their Bid Security if they fail to do so. All Bonds shall be secured from or countersigned by an agency or surety company recognized in good standing and authorized to do business in the State of Florida. Allsubmittals will be evaluated by City staff in accordance with the criteria set forth in the bid documents. The City reserves the right to reject all bids/submittals, and to solicit and re-advertise for new bids, or to abandon the project in its entirety at any time during the process including, but not limited to, after the Notice of Intent to Award.
