INVITATION TO BID Dowd Junction Lift Station 4 and Force Main Replacement Contract: 21.15.078 (Engineers): HDR Engineering, Inc., Murraysmith, and Otak, Inc. (Owner): Eagle River Water and Sanitation District Sealed bids will be received by Eagle River Water and Sanitation District , 846 Forest Road, Vail, CO 81657 , until 2:00 pm local time Thursday March 24, 2022 . Bids received after this time will not be accepted and will be returned unopened. At said place and time, and promptly thereafter, all bids that have been duly received will be opened publicly and read aloud. All interested parties are invited to attend. The Owner reserves the right to reject any and all bids and to waive irregularities or informalities in any bid. The work to be performed generally includes: Three Packages including construction of a new lift station (Package A), replacement of the existing force main with dual force mains (Package B), and construction of a new bike trail along the route of the new force main (Package C). Additional information regarding each of the packages is included below: Package A New Lift Station o Earthwork activities including construction of embankments and site grading o Construction of a new lift station including, foundation, wet-well, overflow, masonry construction, metal roof, siding, self-priming centrifugal pumps, fuel driven self-priming centrifugal pump package, grinder, solar panels, electrical MCC, lighting panel, transformer, site lighting, exterior lighting, valves, piping, pipe supports, mechanical equipment, ductwork, instrumentation, and appurtenances to provide a functional lift station o Installation of a new 18 gravity sanitary sewer from the Minturn Aerial crossing at County Road to the new lift station o Connection of three service laterals o Demolition, removal, and disposal off site of the existing lift station facilities including piping, electrical, standby generator, and below grade facilities. o Demolition of existing manholes including cast-in-place concrete, precast concrete, cast iron ring and covers, and other ancillary components of the structures. o Trenching, bedding, backfill and compaction for pipelines, manholes and miscellaneous operations. o Installation of new underground sanitary wastewater sewer facilities, including pipe materials, imported bedding and embedment materials, manholes and incidental components. o Temporary bypass pumping of sanitary wastewater including pumps, piping, sewer line plugs, generators, stand by equipment and personnel to maintain sewer flow at all times during operations to transfer flows between the existing facilities and new. o Testing of all facilities in accordance with contract provisions. o Site restoration and site security. Package B Parallel 8 Force Mains o Sitework activities including clearing and grubbing, excavation, backfill, grading, stockpiling and placement of fill material, temporary asphalt paving, drainage control and maintenance, removal and replacement of signs, reestablishment of landscaping to disturbed areas, and stormwater management o Construction of new sanitary sewer force main including excavation, shoring, backfill, concrete and flow fill placement, furnishing and installing approximately 3,412 lineal feet of 8-inch pipe, fittings, manholes/vaults and cleanouts o Demolition and/or salvage of concrete, asphalt, buried pipe, fittings, valves, appurtenances, and manholes and vaults o Coatings, sealants, and corrosion control for pipe and conduit penetrations and all concrete and metal surfaces o Temporary bypass pumping of sanitary wastewater for tie-ins and force main construction as necessary o Commissioning, testing, and start-up of new parallel force main pipes Package C Eagle County Multi-Use Trail Construction o Extend trail along Highway 6 from MM 174.5 to MM 174.7 approximately including a 12 wide multi-use path along the north side of the highway, a CDOT type 9 Concrete barrier for the length of the project, and tie-in to guardrail at the ends o Sitework activities as the same as those included in Package B o Construction of new stormwater inlets and pipes Project C is contingent upon the Owner obtaining all necessary permits and approvals for the project, including but not limited to a Specialty Use Permit (SUP) from the Colorado Department of Transportation (CDOT). The Owner s application for SUP #3200377 Eagle Valley Trail at Dowd Junction, has been submitted to CDOT and is under review. Bids shall be submitted on a combined unit price and lump sum basis per the bid form. Electronic copies of the Drawings, Specifications and other Contract Documents for use in preparing Bid may be obtained from the Owner after February 10, 2022. Interested bidders shall send an e-mail to Jenna Beairsto, jbeairsto@erwsd.org. The e-mail subject line shall read: Request for Electronic Bid Documents DJ Lift Station 4 and Force Main Replacement Project . The e-mail shall contain the following information: Name, Company, and phone number . A link will be shared with the interested bidder with the Contract documents once adequate information has been provided. Each Bidder shall file with his Bid a cashier s check, or a Bid Bond, in accordance with the Instructions to Bidders. The Bidder to whom a Contract is awarded will be required to furnish a Performance, Payment and Warranty Bond guaranteeing faithful performance. No Bids may be withdrawn within a period of sixty (60) days after the date Bids are opened. A mandatory Prebid Conference will be held at onsite at the existing Lift Station 4 off of Highway 6 across from the Forest Service Building, on Tuesday, February 22, 2022 at 11:00 a.m. Please park in the Forest Service Trailhead/Park and Ride on the west side of US Highway 24. Bids will be considered only from Bidders who have attended the Prebid Conference. Bids from Bidders not indicated in the Engineer s records to have been in attendance at the Prebid Conference will be returned unopened.
