The project is located within downtown Export, starting at Lincoln Avenue and extending eastward along Turtle Creek and includes construction of approximately 750 linear feet of multiuse rail-trail and the designation of space for parking. The scope of work includes, but is not limited to: installation and removal of erosion and sedimentation controls, selective demolition, clearing & grubbing, layout earthwork, grading for positive drainage, adjustment at existing light poles and associated electrical work, conduit installation, relocation/removal of existing signs, construction of multi-use rail-trail base and limestone dust paving, construction of cement concrete sidewalk, curbing, and ADA-compliant parking, placement of gravel for parking, installation of post-mounted signs and trail delineators, placement of topsoil, and seeding all disturbed earth surfaces, removal and/or installation of pavement markings, and other items as defined in the contract documents and as shown on the contract drawings. A certified check, bank treasurer's check, bidder's bond or cashier's check in the amount of ten (10%) of the total bid must be enclosed with the Bid Documents. This surety shall be payable to the order of Westmoreland County. Bid Bond of the three lowest bidders will be held until the contract is awarded and the successful bidder supplies performance bond, payment bond, and certificate of insurance, and signs contract. All other bid bonds will be returned within fifteen days after opening The Westmoreland County Commissioners reserve the right to reject any or all bids, and to reserve the right to approve the sufficiency of any required surety.
