Sources Sought for Western Region Pavement Preservation MATOC 690567-22-SS-0007 This is a "REQUEST FOR INFORMATION" only for the proposed contract work listed in the requirements section below. This Sources Sought Notice is not a request for formal proposals or quotes. Plans and specifications are not available at this time. Responses to this Sources Sought must be received by email no later than the date specified in the response section. This intent of this sources sought is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified SDVOSB, 8(a), HUBZone, EDWOSB and other Small Businesses interested and capable of performing the proposed contract work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company has the capability and experience to compete for this acquisition. Responses to this notice shall include the following: (a) Company Name, Address, Point of Contact, Phone and Email (b) Unique Entity Identifier (aka DUNS number) (c) Bonding Capacity - Provide a letter from bonding agent stating bonding capacity, to include single and aggregate totals. (d) Type of small business if applicable, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business. (e) Listing of your construction experience similar to the work listed in the Requirement section below within the last 3 years where you were the prime contractor for work of similar type and scope. Include contract numbers, project names, locations, types of pavement preservation, preventive maintenance, pavement repair or rehabilitation utilized, and dollar amounts. (f) Indicate which states your firm can provide Pavement Preservation services to: ___ Alaska ___ Washington ___ Oregon ___ California ___ Idaho ___ Nevada ___ Montana ___ Wyoming ___ Utah ___ Arizona ___ Colorado ___ New Mexico ___ Oklahoma ___ Texas Requirement Western Federal Lands Highway Division (WFLHD) has a need for a rapid response roadway surfacing, resurfacing, and repair contracting vehicle to include but not limited to work in the Northwest, Southwest, West Central, and Gulf Regions of the United States (See map below). The scope of work for task orders may include, but are not limited to, the following construction services: traffic control (permanent and temporary), contractor sampling and testing, asphalt milling, profile grinding, asphalt paving, thin asphalt overlays, patching, crack & joint sealing for flexible and rigid pavements, chip seals, micro surfacing, slurry seals, ultra-thin bonded wearing course, subexcavation, minor drainage improvements, placement of aggregate, roadway pulverization, grading, and slope stabilization. Projects may be located in environmentally sensitive areas that necessitate context-sensitive construction techniques and processes. Sources Sought for Western Region Pavement Preservation MATOC 690567-22-SS-0007 The predominant geographic area includes California (North of Fresno), Arizona, Washington, Oregon, and Idaho. These projects have been a part of the National Park Services' Pacific West Region (PWR) and Intermountain Region (IMR) Pavement Preservation program; however other clients may be included in the MATOC offering, including but not limited to the Federal Lands Access Program, Federal Lands Transportation program which may include work with States, local Municipal agencies, the United States Forest Service (USFS), Bureau of Land Management (BLM), and Department of Defense (DOD). NAICS Code 237310, Highway, Street, and Bridge Construction apply to this procurement with a size standard of $39.5 million. The government estimates individual task orders ranging from $300,000 to $10 million. Response: Responses to this Sources Sought Notice should include all information requested in (a) through (f) above Tentative advertisement date is Summer/Fall 2022. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely Sources Sought for Western Region Pavement Preservation MATOC 690567-22-SS-0007 within the discretion of the Government. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any offeror capable of providing this service shall respond to this sources sought by e-mail to wfl.contracts@dot.gov no later than March 11, 2022, 1400 PT. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
