Bids will be reviewed and recommended for award to the lowest qualified Bidder(s) at the Board of Commissioners meeting to be held on March 21, 2022. Each bid must be accompanied by a Certified Check or Surety Company's Bid Bond on the form provided in the Bid Documents, naming as payee or Obligee, Muhlenberg Township, Berks County in the amount of ten percent (10%) of the total bid submitted. The Surety Company must be acceptable to the Township. No bid may be withdrawn for a period of sixty (60) days after the above-specified date for receiving, opening and reading of bids, except as specifically may be provided by law. This project is considered a locally funded highway project, per The Transportation Funding Bill Act 89 of 2013; the wages paid on this project are not subject to the Pennsylvania Prevailing Wage Act. Bidders shall note the project is being funded in part by the 2018 Automated Red Light Enforcement Grant within the Motor License Fund. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, "Equal Employment Opportunity," as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the "Nondiscrimination/Sexual Harassment Clause" as required by Pennsylvania Executive Order 2016-05. The Contractor and their subcontractors must be prequalified by PennDOT for the type of project work specified in order to bid the project. Muhlenberg Township, Berks County, reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of Muhlenberg Township, Berks County, and no rights shall be deemed to accrue to any person making a bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation.
