The primary objective of this project is improving deficient earthen berms acting as barriers between ammunition and explosive (AE) storage areas. This has been identified as a mission critical project for Military Ocean Terminal Sunny Point (MOTSU). AE locations are categorized into three general areas: North Rail Holding Yard, Ammunition Pads, and the South Rail Holding Yard. The project may include but is not limited to heavy tree clearing, sediment and erosion control, potential wetland mitigation (primarily in the North Rail Holding Yard) and significant earthwork to bring the earthen berms back in compliance with DA PAM 385-64 and DESR 6055.9 regarding minimum requirements for explosive safety. The work includes the construction and repair of blast protection berms at MOTSU and incidental related work. The North American Industry Classification System (NAICS) code is 237990 - Other Heavy and Civil Engineering Construction and the size standard is $39,500,000.00. In accordance with DFARS 236.204(i) the magnitude of construction for this project will be between $10,000,000.00 and $25,000,000.00. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This acquisition will be offered as a 100% Competitive Small Business set-aside. It is the Government's intent to award a single Firm Fixed Price contract.
