Site work for a water / sewer project in De Witt, Illinois. Conceptual plans call for site work for a water / sewer project.

Project includes City's DeWitt County Wellfield, Phase 1 Services: 1)Inspect, test and rehabilitate existing eight high capacity wells, including pump inspections to determine if the pumps should be rehabilitated or replaced. 2) Test water quality of raw water samples from existing high capacity wells. 3)Sample and analyze aeration channel and settling lagoon influent, effluent and accumulated sediment. 4)Evaluate aeration channel and settling lagoon performance to determine whether they are needed for compliance with the NPDES permit discharge limits. 5)Work with Northwater Consulting to evaluate options for the aeration channel and settling lagoon to be used as a surface water and/or groundwater water quality improvement system independent of compliance with the NPDES permit discharge limits. 6)Identify any flow restrictions and potential improvements to the wellfield's water conveyance system from the wells to the settling lagoon discharge. 7) Produce a preliminary engineering report with recommendations. Phase 2 Services - Provide engineering, final design, bid specifications, permitting and construction management services to: 1)Rehabilitate or replace well pumps, if needed. 2)Replace well pump power source from diesel to electricity and remove existing diesel components. 3)Improve well houses, wellfield metering, instrumentation and control systems, including possible remote operation. 4) Correct deficiencies to the wellfield's water conveyance system. 5)Improve compliance with, or eliminate the need for, the NPDES permit discharge limits. 6)Modify the aeration channel, settling lagoon and other wellfield components to be used as a surface water and/or groundwater water quality improvement system independent of compliance with the NPDES permit discharge limits. 7)Other improvements authorized by the City. The City of Decatur, Illinois, reserves the right to reject any and all proposals, in part or in whole, and to make its selection of the most responsive and responsible firm(s) as deemed in the best interest of the City; further, the right is reserved to waive any formalities or informalities contained in said proposal(s). Questions concerning the proposal shall be submitted in writing via email to: CapitalProjects@decatur.gov with the subject heading: DEWITT COUNTY WELL- FIELD IMPROVEMENTS. Responses to questions will be provided in writing and transmitted via email to all RFQ&P recipients. The method of contractor selection has not been determined at this time.
