The development of the PIIRL update aims to optimize the investments to be made on the local road network by prioritizing the infrastructure works deemed necessary. The approach proposed by the MTQ for developing the PIIRL can be summed up in the following steps: Description of the local road network;
Development of a socio-economic profile;
Identification of priority roads;
Road network condition report;
Development of the intervention strategy;
Preliminary estimate of intervention costs;
Development of the intervention plan Steps 1 to 3 will be carried out by the FQM's Engineering and Infrastructure Department, while steps 4 to 7 are part of the mandate that the MRC will give to the successful bidder. It should be noted that under the new 2021-2024 terms of application of the PAVL, the PIIRL must contain the interventions planned over a period of 3 years (three-year plan) rather than five (five-year plan) in order to achieve the objectives. of recovery of the state of the network fixed by the medium for this period. The MRC does not undertake to accept either the tender having obtained the highest score or any of the tenders received, and it declines all responsibility with regard to one or the other of the tenderers in the event of the rejection of the one or all of the submissions. The awarding of this contract is conditional on the MRC obtaining a grant from the Ministère des Transports du Québec. The method of contractor selection has not determined at this time.
