The City, through its Riverside Park Water Reclamation Facility (RPWRF) is initiating this Request for Qualifications (hereinafter "RFQu" to solicit Proposals from Firms to provide the design and specifications for the construction and installation of a mixing and heating system into the existing digester to allow for its use as a primary digestion facility. The Firm must have 5 years of experience in Mechanical Engineering, Civil Engineering, Structural Engineering, and Wastewater Treatment. The City of Spokane owns and operates the Riverside Park Water Reclamation Facility (RPWRF), which is a 30-acre wastewater treatment facility that operates 24/7/365. The treatment plant treats an average of 30 million gallons of wastewater per day. The various buildings and facilities in operation on site were constructed at different times between the 1950's and 2021. One of the main facilities, Silo Digester No. 3, was constructed in 2015. It is a 2.85-million-gallon concrete silo digester. It has been used as a secondary digester because it was constructed without a mixing or heating system. This project is to create the design and specifications for the construction and installation of a mixing and heating system into the existing digester to allow for it's use as a primary digestion facility.
