Site work, asbestos abatement and renovation of an educational facility in Burlington, Iowa. Completed plans call for the renovation of a educational facility; for site work for a educational facility; and for asbestos abatement for a educational facility.

Construction for air quality improvements at the Burlington High School at 421 Terrace Drive, Burlington, Iowa 52601. Work includes substantial reconfiguration and replacement of the existing HVAC systems including HVAC controls and related asbestos abatement, architectural and electrical work. The scope of work was developed for the asbestos abatement project at Burlington Community High School located in Burlington, Iowa. Any reproduction for use on any other projects may result in serious legal liability and life or health safety consequences. Any use of these documents outside of its intended scope of work is strictly prohibited unless prior written permission is obtained. All proposals shall be made on official proposal forms furnished in the Bid Documents and must be enclosed in a separate sealed envelope and plainly identified and addressed to the Burlington Community School District. If a bid is to be mailed, the bid envelope shall be sealed in a regular mailing envelope. Fax and E-mail Bids will not be accepted. The bidder shall bear sole responsibility for ensuring any bid is received at the correct bid location and by the correct time. The Owner shall have no responsibility regarding the location or timeliness of the receipt of any bid(s). The bids will be presented to and considered by the School Board for Burlington Community School District at 6:00 PM February 14th, 2021 in the Board Room at the Burlington Community School District Administration Office located at 1429 West Avenue, Burlington, IA 52601, and such proposals received will be acted upon at such time and place or at such later time and place as may then be established. At the time an Agreement is issued for work covered by this notice, the Owner will issue an "Exemption Authorization Letter" and a "Designated Exemption Entity, Iowa Construction Sales Tax Exemption Certificate" for the purchase or use of building materials, supplies for this Project to the extent permitted by law. THE CONTRACTOR SHALL NOT INCLUDE STATE OF IOWA AND LOCAL OPTION SALES AND USE TAX FOR BUILDING MATERIALS THAT WILL BE INCORPORATED INTO REAL PROPERTY FOR THIS PROJECT IN A BID FOR THIS PROJECT. No bid may be withdrawn for a period of 30 calendar days after the date of the scheduled closing time for the receipt of bids. Type of Bid The Project shall be substantially complete on or before August 18, 2023 and finally complete 60 days from the date of substantial completion Bids shall be based on a stipulated sum contract for multiple contracts. Listing of Bid Packages: Bid Package 01: General Bid Package 02: Mechanical Bid Package 03: Electrical Bid Package 04: Asbestos Abatement ReBid Bidders may submit a combined bid for multiple Bid Packages; however, bidders must also submit individual bids for each Bid Package contained within their combined bid. The Bid Documents may be examined at the following: Burlington Community School District Offices, 1429 West Avenue, Burlington, IA 52601 Bray Associates-Architects, Inc., 220 Emerson Place, Suite 301, Davenport, IA 52801 Carl A. Nelson & Co - 1815 Des Moines Ave, Burlington, IA 52601 MBI plan deposit cards are also an acceptable method of deposit for documents. Unsuccessful bidders must return their drawings and specifications to Beeline & Blue or Carl A. Nelson & Company in good condition, and within 14 days of the award of contracts in order to receive a refund on their deposit. Deposit checks shall be sent to Carl A Nelson & Company's Burlington Office and made payable to Carl A. Nelson & Company. The original drawings for the original construction of the high school and the subsequent additions and alternations are being made available to the bidders at the following link for reference only. No warranty or guarantees are provided with regard to the accuracy of these drawings and all conditions should be field verified as required in the General Conditions. All bids shall be accompanied by a bid security in a separate sealed envelope as allowed by Section 26.14A of the Iowa Code. Bid security in the amount of 5% of the total bid in the form of certified check, credit union share draft, or surety bond written on an original AIA Document A310, Bid Bond is required for this project. The successful bidder will be required to provide surety Performance and Payment Bonds in an amount equal to one hundred percent (100%) of the Contract Sum of all packages being bid. The surety providing bonds must have an (A-) A.M. Best rating or better or be listed on the U.S. Department of Treasury listing of approved sureties (Department Circular 570). The cost of the Bonds shall be included in the Contract Sum. Contractors with their principal place of business outside of Iowa shall be prepared to submit an Out-of-State Contractor Bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa. Federal Grant Requirements and Project Funding This Project is partially funded by a federal Elementary and Secondary School Emergency Relief (ESSER) grant and as such is subject to federal grant requirements including Davis Bacon and Related Acts as specified in specification sections 00 73 43 and 00 73 46. Payment of the cost of said project will be made from such cash funds of the Burlington Community School District as may be legally used for said purpose at the discretion of the Burlington Community School District. Notice of Award will be issued within 30 days of the receipt of the bids. Construction Period: Approximately 20 months beginning upon receipt of a Notice to Proceed. The Project shall be substantially complete on or before August 18, 2023 and finally complete 60 days from the date of substantial completion. There will be supplemental time for a more compressive inspection of the building starting at 1:00 PM in the High School Cafeteria until 5:00 PM on January 21 st , 2022. The Burlington Community School District School Board reserves the right to reject any and all bids, to waive informalities and irregularities as a allowed by law, and to enter such contract or contracts as it deems in the best interest of the School District. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa. Iowa law provides that on public improvements a resident bidder shall be allowed preference as against a nonresident bidder from a state or foreign country which gives or requires a preference to bidders from that state or foreign country. The preference so allowed shall be equivalent to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. All Bidders must include a completed Bidder Status Form with their bid. Failure to include the Bidder Status Form may result in the bid being deemed nonresponsive and rejected. It is the intent of the Owner to award one combined contract or multiple package contracts to the lowest responsive, responsible bidder provided the bid has been submitted in accordance with the bidding requirements. All bids will be governed by applicable provisions in the Iowa Code and the policies of the Burlington Community School District, including its Non-Discrimination Equal Employment Opportunity and Affirmative Action Policy.
