Construction - Submarine Cables Replacement at the Spuyten Duyvil Railroad Bridge Over the Harlem River; New York, New York Amtrak is accepting Letters of Interest for Construction Services for the Submarine Cables Replacement of the Spuyten Duyvil Railroad Bridge. Responses are to include qualification information requested/stated below and be limited to twenty (20) one-sided typed pages. Amtrak, at its sole discretion and without discussion, will determine which Contractors are to be added to its short list for the forthcoming Request for Proposal. Amtrak's Spuyten Duyvil Bridge is a railroad bridge over the Harlem River in New York State connecting Manhattan and the Bronx. Four submarine cables have exceeded their useful life and need replacement. There is one Signals and Communication (C&S) cable, one power cable for bridge operations and two cables for navigational lights. These cables will be provided by Amtrak, for the contractor to install at predetermine depth below the mudline. There are two navigable channels at this location, a north channel and a south channel. There are two cables to be installed per location. The new cables will be installed in the current location of the existing cables. The existing cables must come out, A temporary power cable for bridge operations will be installed in the north channel. This temporary cable will be used to operate the bridge during construction. Amtrak has installed a similar temporary cable on the south channel for the C&S power. At the end of the construction the temporary layouts most come out. The Amtrak Electricians will terminate the cables. The contractor shall perform all work between October 2022 and March 1, 2023. The selected construction firm shall perform the work and construction required for the replacement the submarine cables at the Spuyten Duyvil Railroad Bridge. This work includes: 1. Install temporary power system on the north channel. Or maintain and run a generator during the construction operations. 2. Remove the existing submarine cables. Install the four submarine cables by phasing the construction between the north and south channel. 3. Test the newly submarine cables. 4. Remove all temporary systems. As of now Amtrak has a temporary C&S conduit in the south channel. This is a8-inch conduit with a 57-conductor cable protected with 4 submarine concrete mattresses. 6. The swing span shall remain operable for navigation at all times. Outages during the day could be requested through USA Coast Guard to occupy one of the channels. At night the Bridge remains open, However, USA Coast Guard permission to occupy any of the channels is still required. 7. As long as the contractor can access the work site (water) without going through Amtrak's Right of Way (ROW), or without requesting openings of the bridge the working hours will be dictated by the permitting. agreements between the Contractor and the USA Cost Guard. If the contractor will need to use the ROW working hours will be limited to 7 AM Site Briefing, 3:30 PM walking off the Site. Statement of Qualifications shall include: Name of Firm (if a single entity) or Joint Venture Partners and significant subcontractors. The Name, Title, and Contact information of the Authorized Representative / Single Point-of-Contact for the SOQ. Presentation of resume / qualifications of Project Manager(s) demonstrating successful management of cross discipline, multi-year construction projects. Demonstration of the firm's successful experience in the installation of submarine cables for movable bridges, especially swing bridges over the past 10 years. Please include the scope of work, type and percent of contract self performed, contract amount, schedule duration and Contact name and phone number. Demonstration of the firm's successful experience in the construction of electrical systems on movable bridges, including power and control wiring, and the rehabilitation of damaged / aged electrical systems on movable bridges, including power and signal wiring over the past 10 years. Please include the scope of work, type and percent of contract self performed, contract amount, schedule duration and Contact name and phone number. Demonstration of the firm's successful experience performing work on / for the railroad. Demonstration that the firm has adequate resources for the construction project. Demonstration of Bonding capacity for this work. It is anticipated that a Solicitation (RFP) for this procurement will be issued in March 2022, and that the project will be first quarter 2023. All dates are estimated and tentative.
