New Hampshire municipalities have planned, non-CWNS eligible projects such as hydromodification projects, culvert replacements for flooding or habitat improvements that do not strictly fall into the traditional stormwater definitions but are very important issues for the state. This modified approach allowed for the state to leverage the CWNS to collect data on these other important issues. These needs and costs, plus CWNS eligible needs and costs, made up the New Hampshire State Stormwater Needs. The New Hampshire Department of Environmental Services (NHDES) Nonpoint Source Management Program is seeking to hire a consultant to assist with data collection for the United States Environmental Protection Agency (EPA) 2022 Clean Watersheds Needs Survey (CWNS) for New Hampshire. NHDES manages the Clean Water State Revolving Fund (CWSRF) and EPA Section 319 Clean Water Act (CWA) loan and grant programs respectively, which provide funding for wastewater and stormwater infrastructure, planning, and nonpoint source management projects. To accomplish the required CWNS work, NHDES seeks to enter into a contractual agreement with a qualified consultant to perform the scope of work from approximately June 1, 2022, through March 31, 2023. A second objective is to capture, to the maximum extent possible, New Hampshire State Stormwater Needs which include additional costs of projects which are stormwater and hydromodification related but may not be CWNS eligible.
