As February 29, 2024, the JV Team's design pre-construction phase is contracted to end no later than December 2024 and construction is expected to commence 2025. As of January 5, 2024, this project has been awarded to a Joint Venture team and is expected to commence spring 2024. ____________________________ Earlier solicitation below: Construction Manager/General Contractor services in support of I-105 Express Lanes projects. The I-105 Expresslane project's objective is to ease traffic for a critical artery in Los Angeles County - essential for access to the Los Angeles International Airport. The I-105 corridor's demand exceeds capacity during peak commute hours. The I-105 corridor is located in the southern part of Los Angeles County in California beginning at State Route 1 in the City of El Segundo near LAX, and stretches 18.1 miles eastward, crossing the Los Angeles and San Gabriel Rivers. I-105 intersects the I-405, I-110, and I-710 freeways before it ends just east of the I-605 at Studebaker Road in the City of Norwalk. The expresslanes will be constructed along about 16.1 miles of the corridor and traverse the cities of El Segundo, Hawthorne, Los Angeles, Inglewood, Lynwood, South Gate, Paramount, Downey, Norwalk, and unincorporated areas of Los Angeles County. The project will convert the existing High Occupancy Vehicle lane into a High Occupancy Toll Expresslane and will also add a second expresslane in each direction between the I-405 and Studebaker Road, east of the I-605 freeway. This will be done in three segments. The project includes new ramp metering, several structure widenings, new sound walls, and California Highway Patrol enforcement or observation zones. This will implement active traffic management to improve traffic flow, mobility, trip reliability, and travel times. The CM/GC project delivery method is collaborative and integrates the Owner, Designer and Construction Manager/General Contractor. It consists of two phases: (1) Design and (2) Construction. Anticipated pre-construction scopes of work opportunities for Phase One: - Contract Administration, Engineering Consultant, Environmental Consultant, Estimating/Take-offs, Geotechnical Services, Hazardous Waste Testing, Modeling, MOT Design, Outreach Coordination, Potholing Investigation, Project Team Partnering Consultant, Quality Control, Survey, Temporary Engineering, Traffic Control, Trucking, and Utility Location Service. Anticipated pre-construction scopes of work opportunities for Phase Two: - Asphalt Paving, CIDH (cast in drilled holes), Concrete Barrier, Crushing, Demolition, Drainage, Earthwork, Electrical, Environmental Compliance, Equipment Rental, Erosion Control, Fence, Fuel, Grinding, Guardrail, Irrigation, Landscape, Lighting, Minor Concrete, Overhead Signs, Pile Driving, Quality Control, Rebar, Retaining Wall, Saw Cutting, Sewer Lines, Signage, Site Security, Sound Wall, Street Sweeper, Striping, Structural Concrete, Survey, Testing, Traffic Control, Trucking, Water Trucks, and Waterlines. Anticipated Construction Schedule: Begin construction for segment one: January 2024 Segment 2/3 construction: January 2025 Complete construction: January 2028 Metro is acquiring commercial items; or other supplies or services on the basis of reasonably definite specifications and the contracting officer can establish fair and reasonable prices at the outset. Set Aside Program: No Funding Source: Local DBE/SBE/DVBE Goal & Percentage (1) DBE 12 % DBE/SBE/DVBE Goal & Percentage (2) DBE 19 % DBEs must be certified by the California Unified Certification Program (CUCP) by bid proposal due date. DBE certification must include the North American Industry Classification System (NAICS) code(s) for the scope(s) of work you wish to perform as a DBE. The project is eligible for FHWA federal-aid funding and is therefore, subject to certain statutes, rules and regulations applicable to work financed in whole or in part with federal funds, including requirements of FHWA Form 1273 and Buy America provisions. Responsive bidders must possess a valid California Contractor's license (as applicable) and provide acceptable insurance. Bonding for 100% of the resultant agreement may be required.
