All questions must be submitted in writing, via email, to the individual named. Bidders are responsible for ensuring that all emails are sent and received. Bids must be submitted on the forms provided in the Invitation to Bid, all blanks of which must be accurately and appropriately completed. Bidders shall submit one (1) original and one (1) copy of their Bid Proposal in a sealed envelope that is clearly marked: BID FOR 2022 Linear Grading Contract. The outside of the sealed envelope shall also include the name and address of the bidder. If a bid proposal is submitted by mail, the sealed envelope containing the bid proposal must be enclosed in an outer envelope addressed to the Board and designated as a bid for the project. Any bid not received at or before 2:00 p.m. local time on Tuesday, March 15, 2022 will be disqualified. Due to the ongoing COVID-19 pandemic, bidders are asked to send a maximum of one (1) representative per bidder to the bid opening. The bid opening will also be available via Zoom for those who register to attend in advance. All bids must include a Bid Guaranty, as described in the Instructions to Bidders. Prevailing wage rates apply to this project. The Board reserves the right to reject any and all bids, to waive any and all irregularities and/or defects, and to accept the bid(s) deemed most beneficial to Wayne County. Until any contract(s) resulting from this Invitation to Bid is/are fully executed by all parties, including, but not limited to, the time between the adoption of any resolution(s) awarding and/or approving any contract(s) and full execution of said contract(s), this Reservation of Rights shall remain in effect. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or the authorized postponement thereof. No bidder may withdraw a bid within sixty (60) days after the actual date of the bid opening.
