The County of Franklin is currently accepting proposals for Landfill Cell 3 Drainage Layer Stone at its Municipal Solid Waste Landfill located at 9340 Virgil Goode Highway, Rocky Mount, VA. Franklin County is an Affirmative Action/Equal Opportunity Employer. Small (SBE), minority (MBE) and woman-owned (WBE) firms are encouraged to submit proposals. The County reserves the right to accept or reject any and all proposals, to waive any informalities, and to award the bid as determined to be the most advantageous to the County. Questions related to this request for proposals or guidelines may be referred to Karen Brown, Procurement Specialist at (540) - 483 - 6624 or Don Smith, Director Public Works (540) - 352-5738 Franklin County is constructing Cell 3 of its Landfill Permit #577. A phase of that construction is the installation of the drainage/leachate collection layer on top of the synthetic liner. This request for proposals is supplying the granular material that this layer is comprised of. 28,000 tons is the estimated total required. The collection layer is anticipated to be completed in October 2023.
